Now's your chance.The Specialist Health Service (SHS) provides strategic input on health to the Australian Government Department of Foreign Affairs and Trade (DFAT). SHS allows DFAT to source high-quality technical advice to support health policy, strategic planning and health programming across the aid management cycle.This OpportunitySHS is managing the Evaluation of the ANGAU Hospital Redevelopment Program (April 2013 - June 2024). ANGAU has been a key investment for the PNG-Australia Partnership and the largest infrastructure project since PNG's independence. The investment aimed to position the hospital as a leading specialist healthcare provider for PNG, serving a catchment area of almost two million people in the Momase region, including Morobe and beyond. It is a high-value, high-profile investment and we are seeking experienced senior advisers to join the team. The two vacant positions include Technical Adviser: Health Infrastructure and Technical Adviser: Gender equality, disability and social inclusion (GEDSI). The scope of work, estimated inputs and key selection criteria for each position are outlined below.SCOPE OF WORK AND KEY SELECTION CRITERIA1.Technical Specialist: Health InfrastructureThe Technical Specialist: Health Infrastructure will contribute an estimated 36 days input between late May and 31 August 2024, including up to three weeks on in-country consultation. The adviser will work under the direction of the Team Leader and have the following duties:
  • Contribute to the development of the evaluation methodology with a particular emphasis on the assessment of ANGAU implementation, outputs, outcomes and impact.
  • Responsible for investigation of issues relating to construction quality, value for money and compliance with relevant standards.
  • Contribute to the analysis, findings and recommendations for the ANGAU Hospital Redevelopment Program related to:
  • Provide written input as required by the Team Leader for the Aide Memoire, draft Independent Evaluation Report and Final Evaluation Report, and participate in the workshop to share initial findings, prior to the drafting of the report.
  • Review draft products, including the evaluation methodology/plan and the final report.
  • program implementation
  • achievement of program outputs/outcomes
  • relevance, effectiveness, impact, sustainability of program activities, outputs and outcomes
  • efficiency and program management
  • barriers to effective implementation
  • gender equity, and social and disability inclusion

Key selection criteriaRequired experience
  • Relevant qualification and extensive (+15 years) experience working on infrastructure development programs, especially in the health sector and in a low-middle income country setting, preferably in PNG/Pacific
  • Demonstrated understanding of different aid modalities in the infrastructure sector, including policy, project preparation/management and capital investments
  • Capacity to liaise with government level officials and country level partners
Required qualifications and skills
  • Post graduate degree in architecture, design or similar
Cultural & language requirements
  • Excellent interpersonal, cross-cultural, communication and written skills
Desirable experience
  • Good understanding of the PNG context is desirable
  • Experience on DFAT development programs and an understanding of DFAT's contracting processes is preferred
2. Technical Specialist: GEDSIThe Technical Specialist: GEDSI will contribute an estimated 36 days input between late May and 31 August 2024, including up to three weeks on in-country consultation. The adviser will work under the direction of the Team Leader and have the following duties:
  • Contribute to the evaluation activities, as part of the evaluation team and participate in consultations with key stakeholders and government officials.
  • Provide advice to team on current PNG operating environment and context, in particular on achievements against SO5: GEDSI.
  • Provide written input as required from the Team Leader for the Evaluation Plan, Aide Memoire, Draft Evaluation Report and Final Evaluation Report, and participate in the workshop to share initial findings, prior to the drafting of the report.
  • Review draft products, including the evaluation methodology/plan and the final report.
Key selection criteriaRequired experience
  • Knowledge and practical experience of gender-sensitive research methodologies.
  • At least 10 years of professional experience in developing countries, including experience of working in PNG and/or the Pacific.
  • Capacity to liaise with government level officials and country level partners
Required qualifications and skills
  • Post graduate qualification in GEDSI, social sciences, health, or development related field
Cultural & language requirements
  • Fluency in English and demonstrated ability to express verbally and in writing complex ideas in clear and simple language
  • Excellent interpersonal, cross-cultural and facilitation skills
Desirable experience
  • Experience on DFAT development programs and an understanding of DFAT's contracting processes is preferred
