First Nations Midwifery Director (NG11)

The Office of the Chief Nursing and Midwifery Officer (OCNMO) is Queensland Government's leading authority on nursing and midwifery services and is dedicated to advancing health outcomes and promoting equity for Aboriginal and Torres Strait Islander communities. Queensland's Aboriginal and Torres Strait Islander maternity services strategy “Growing Deadly Families” aims to improve access to high-quality, culturally sensitive maternity care for all women.  OCNMO is also committed to supporting efforts to achieve health equity in alignment with Queensland’s health equity agenda and new legislation requiring Hospital and Health Services co-develop and co-implement Health Equity Strategies.

This is not just a role; it's an opportunity to lead change and leverage your effective change management expertise to sustain strategic changes in state-wide maternity and midwifery workforce directions.  In this pivotal role, you will provide high-level state-wide strategic advice to the Chief Midwife, the First Nations Health Office and the Office of Rural and Remote Health. As the First Nations Midwifery Director you will lead strategic initiatives to transformmaternal and child health for Aboriginal and Torres Strait Islander communities across Queensland.

You will develop and nurture productive partnerships with Aboriginal and Torres Strait Islander Community Controlled Health Services and other key stakeholders, ensuring the cultural needs of First Nations families are at the forefront. Your leadership will be instrumental in the coordination and ongoing implementation of the Growing Deadly Families Aboriginal and Torres Strait Islander Maternity Services Strategy 2019-2025 (GDF Strategy) and other priority government initiatives.

Drawing upon your comprehensive knowledge of contemporary midwifery practice, you will spearhead strategies to implement community-led, co-designed midwifery models of care, driving health equity as well as align state-wide maternity initiatives, fostering a positive practice environment and culture.

Your vision will play a key role in the planning, coordination, formulation and direction of policies relating to First Nations midwifery strategic initiatives. Your impact will extend to identifying and coordinating the development of programs aimed at encouraging First Nations midwifery recruitment and retention in the Queensland Health workforce across all levels. Your autonomy in decision-making, rooted in midwifery policy and regulatory frameworks, will shape clinical and corporate governance, with a keen focus on professional and clinical expertise.

You will provide expert advice on information systems, policies, protocols, guidelines and standards related to strategic First Nations health services and workforce. With your strategic mindset you will identify improvement opportunities and address emerging trends, positively influencing First Nations midwifery workforce directions, with accountability for compliance with legislative and regulatory requirements, promoting quality governance and risk mitigation strategies. You will collaborate on professional strategic directions and actions to foster principles, governance and growth in relation to the First Nations workforce and services.

Under s25 of the Anti-Discrimination Act 1991, there is a genuine occupational requirement for the incumbent in this role to be an Aboriginal person and/or Torres Strait Islander person.

Your Qualifications:

  • Current registration with the Nursing and Midwifery Board of Australia.
  • Aboriginal Australian and/or Torres Strait Islander descent, identifying as such.
  • Comprehensive knowledge of Aboriginal and Torres Strait Islander health issues ideally combined with experience in rural and remote health.
  • Leadership, conceptual and analytical skills in maternal and child health.
  • Experience in quality and safety, midwifery governance and/or policy development.
