Global Health Technical Officer

The National Centre for Immunisation Research and Surveillance (NCIRS) has an exciting new opportunity for a Global Health Technical Officer to join our team in strengthening immunisation programs primarily in the Indo-Pacific Region.

Your new role

·       The role will involve providing in-country and/or remote technical assistance to Ministry(ies) of Health and potentially other supporting agencies, to support the strengthening of immunisation programs through a capacity building approach.

·       Specifically, the role is expected to involve in-country technical assistance and capacity building to the Timor-Leste Ministry of Health in the area of the Expanded Programme on Immunization (EPI) for a period up to 12 months. Alternately, it may involve some Australian-based remote work and/or other in-country support to countries in the Indo-Pacific region.

·      The scope of technical assistance includes support in immunisation policy decision-making including support for/strengthening of National Immunisation Technical Advisory Groups (NITAGs) and/or related national technical immunisation advisory groups (such as Expanded Program on Immunisation (EPI) technical working groups); support in program design, implementation and review; coverage and disease monitoring; vaccine safety and surveillance of adverse events following immunisation; risk communication; and monitoring behavioural and social drivers for immunisation.

·         In this role, the Officer will work closely across NCIRS' and with other Australian partners (e.g. members of the Australian Regional Immunisation Alliance [ARIA]) as relevant in the provision of technical assistance to support the safe and effective delivery of vaccines in the Indo-Pacific region.

This appointment will be full time temporary until 30th June 2025, with possible extension.

About NCIRS 

The National Centre for Immunisation Research and Surveillance (NCIRS) is the leading organisation in Australia in immunisation and vaccines that provides expert advice to support evidence-informed immunisation policy and guideline development, evaluation of immunisation programs, particularly the National Immunisation Program, and the monitoring of vaccine-preventable diseases, vaccine coverage and factors impacting uptake, and vaccine safety. NCIRS has national and international recognition in this arena and has a growing program of international work, focused on providing technical support for immunisation system strengthening to countries in the Indo-Pacific region.

The Centre is based within the Division of Research of the Sydney Children's Hospitals Network, Westmead Campus, NSW, Australia, but has an all-age research remit and is affiliated with the Faculty of Medicine and Health and the Sydney Institute for Infectious Diseases (Sydney ID) at the University of Sydney. NCIRS is funded primarily by the Australian Government and NSW Government, as well as via grants from WHO, Gavi, and research granting bodies. 

What you'll be doing

The primary purpose of this role is to provide in-country and/or remote technical assistance to Ministry(ies) of Health and potentially other supporting agencies, to support the strengthening of immunisation (COVID-19 and other routine) programs, including the integration of COVID-19 into routine immunisation programs. One potential placement involves providing in-country technical assistance and support to the Solomon Islands Ministry of Health and Medical Services in the area of the Expanded Program on Immunisation (EPI) for a period up to 12 months. It is possible that this role may alternatively involve some Australian-based remote work, as well as in-country technical assistance to support the strengthening of immunisation programs to countries in the Indo-Pacific region.

The National Centre for Immunisation Research and Surveillance of Vaccine Preventable Diseases (NCIRS) is the leading independent organisation in Australia that provides expert advice on all aspects of vaccine-preventable diseases and other immunisation-related issues to inform policy, planning, delivery and evaluation of immunisation services in Australia. We are primarily funded by the Australian and other state and territory governments.   

NCIRS is expanding efforts to improve health by supporting the equitable use of vaccines at regional and global levels. Building on engagement with colleagues and programs across the globe, NCIRS has increased its support in strengthening immunisation programs, particularly in the Indo-Pacific region. Drawing on our expertise in policy and planning for immunisation services, NCIRS supports countries in line with key  agencies and funders (e.g. The Australian Government Department of Foreign Affairs and Trade [DFAT], Gavi, the Vaccine Alliance, the World Health Organization and UNICEF). Our work aims to contribute to safe and effective vaccination programs, particularly in the Indo-Pacific region.  

  1. Tertiary qualifications in a health, development or academic-related field with significant subsequent experience in a health, development or academic environment or equivalent work experience
  2. A minimum of five years experience working in low and middle-income countries, and demonstrated understanding of international development and immunisation, particularly in the Indo-Pacific region
  3. Demonstrated excellent technical cooperation skills across all aspects of immunisation programs, including technical project planning and capacity building in low and middle income countries settings
  4. Demonstrated excellent verbal and written communication skills including those used when working as part of immunisation program technical working groups, in the development of non-technical advisory briefing documents and in working with colleagues in culturally diverse low-middle income settings
  5. Advanced user of computer software packages including Microsoft Office (Excel, Word, PowerPoint, Outlook), Adobe, financial software, and database systems including DHIS2
  6. Ability to travel internationally as appropriate
