Head of Navigationand Communications Systems
$190,498* + 15.4% super
Canberra based (other locations may be considered)

ABOUT THE ROLE

Reporting to the Branch Manager, Maritime Safety Systems, the Head of Navigationand Communications Systems will lead a team of Navigation, communications and distress alerting subject matter experts to develop and advise on policy and planning matters related to the safe navigation of ships in Australian waters. 

You will provide subject matter expertise, along with strategic leadership and direction to the team, manage resources and be responsible for developing work plans which align with AMSA’s goals and mission. 

High level international and national representation, working effectively across a range of stakeholders, and developing high level written material and other communication, are key elements of this role.

You will be responsible for:

  • Developing strategies and plans to deal with contemporary navigational safety, radiocommunication and distress alerting developments and challenges, taking into account matters which affect Australia’s national and regional interest.  
  • Leading and representing Australia nationally and internationally, including leading delegations to forums of the International Maritime Organization (IMO), the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA), and other relevant bodies.
  • Leading the introduction of digital maritime services in Australia.
  • Oversight of the preparation of submissions, reports and briefs for both internal and external stakeholders, including AMSA’s Executive and government.
  • Leading the development of advice on the implementation and implications of the United Nations Convention on the Law of the Sea (UNCLOS), as it affects issues relevant to the safety of marine navigation.

SKILLS AND EXPERIENCE

To be successful in this position, you will have the following skills and experience:

  • A tertiary qualification relevant to the role and work experience at a senior level in a maritime related area or discipline such as marine navigation, hydrography or maritime operations.
  • Demonstrated ability to lead and manage a team in the public sector.
  • Demonstrated ability to communicate information clearly both verbally and especially in writing.
  • Ability to quickly understand or demonstrate an understanding of international developments, modern shipboard navigation aids such as Electronic Chart Display and Information Systems (ECDIS) and positioning, navigation and timing systems, distress alerting and radiocommunications.
  • Ability to quickly understand or demonstrate an understanding of the role of peak international organisations such as IMO and IALA in navigation and radiocommunication matters.

Note: Information about our terms and conditions of employment are contained in the AMSA Enterprise Agreement 2016-2019 until AMSA's new Enterprise Agreement 2024-2027 is approved by the Fair Work Commission. 

* The above mentioned salary will apply once the Enterprise Agreement 2024-2027 comes into effect.
