Job description

Strategic Infrastructure Coordination (SIC) is responsible for infrastructure coordination for Economic Development within CMTEDD. This includes the development of capital works projects which, when realised, will have a transformative effect on Canberra’s liveability and will contribute significant value to the ACT economy.

Key functions of this unit include:

  • the coordination of business cases, feasibility studies, and related planning and analysis for major infrastructure projects in accordance with the ACT Government’s Capital Framework;
  • the provision of analysis and advice on commercial, financial and technical aspects of infrastructure projects;
  • supporting the development of Economic Development’s major capital works projects when delivered by Partner Agencies, specifically Major Projects Canberra; and
  • supporting other business units in Economic Development with their strategic infrastructure activities, including portfolio planning and asset management.

SIC is the primary liaison point in Economic Development for infrastructure matters.

Under limited direction and in line with corporate objectives, you will provide project management, contract management, and procurement expertise to a broad range of advisory, design, and construction projects for the ACT Government.

WHAT YOU WILL DO

As Project Manager, you will:

  1. Under limited direction, lead and contribute to the delivery of a medium to high risk and complex infrastructure procurement, contract management, and project management activities consistent with the project-specific time, cost, quality and scoping targets.
  2. Review technical specifications, financial reports and briefs, and technical content of submissions and tender documents for adequacy, compliance and fitness for purpose on complex and/or high-risk projects or procurements.
  3. Monitoring and controlling time, cost and quality aspects of procurement activities, contracts and projects.
  4. Provide advice on the delivery of design or construction activities including navigating contractual terms to deliver time, cost, and scope outcomes and commitments, and providing advice on risks and appropriate mitigation solutions including alternative delivery methods.
  5. Adhere to the government’s legislative, policy and governance processes, including the Capital Framework, Procurement Framework, project specific governance requirements, directorate, and client governance requirements.
  6. Write, review and advise on technical briefs, financial reports, minutes, procurement documents, and other documents associated with procurement, contract and project management.
  7. Adhere to and promote an awareness of the principles of the Respect Equity and Diversity (RED) Framework, workplace health and safety, the ACTPS Values and Signature Behaviours, and workforce diversity, to maintain a safe, healthy and fair workplace for all staff.
  8. Represent the branch, group or directorate at whole of government or industry committees as required and manage stakeholder engagement and overall project communications.

The position will report to the Senior Director, Projects.

Eligibility/Other Requirements:

Mandatory:

  • Hold a relevant professional qualification in Engineering, Architecture, or Project Management or accreditation with a professional body recognised within Australia; or
  • Hold a relevant building degree; or
  • Have significant building or Infrastructure knowledge and/or project management experience.

Notes: This is a temporary position available from 29 April until 31 December 2024. A Merit Pool will be established from this selection process and will be used to fill vacancies over the next 12 months. Selection may be based on application and referee reports only.
