About the Hospital:

North Canberra Hospital (NCH), formerly Calvary Public Hospital Bruce and Clare Holland House are now run and operated by Canberra Health Services (CHS)

This is a significant milestone as the ACT Government moves towards delivering a new billion-dollar hospital on Canberra’s Northside.

The current North Canberra Hospital is a level 4 hospital that provides a range of acute and sub-acute services including community based care to the residents of the northside of Canberra and Southern NSW.   North Canberra Hospital (NCH) is a 270 public hospital located in Canberra’s expanding northside. North Canberra Hospital operates a 24 hour Emergency Department. Inpatient services include general medicine, surgery, maternity, mental health and critical care.

Other service modalities include day surgery, specialist outpatient clinics, Hospital in the Home and the Geriatric Rapid Acute Care Evaluation service that reaches into aged care facilities across the ACT.

The new Northside Hospital will be built on the existing Calvary Hospital campus in Bruce. It will be a modern, state-of-the-art hospital for patients, visitors and its workforce and will provide more beds and increased services. Until then, it's business as usual at the NCH, and we'll keep providing high-quality care to our patients and community.

 About the role:

The Infrastructure Specialist Manager, is one of the key leadership roles within the NCH. NCH is planned to progress with significant development throughout 2023-2030. The Infrastructure Specialist Manager is to provide high level leadership in planning, developing and maintaining NCH Infrastructure, assets, procurement, contract services, facilities management and other support services consistent with the strategic direction and operational requirements of CHS to meet the needs of North Canberra’s population growth.

The role requires building strategic relationships, supporting the General Manager NCH and working collaboratively with CHS Executives to deliver critical infrastructure projects within the NCH campus.

The Infrastructure Specialist Manager will be:

• Responsible to the General Manager, NCH for the leadership and efficient management, administration, reporting, budget control, capital projects delivery, accreditation, legislative compliance and functioning of the Infrastructure, Facilities Management, Procurement and Contracted Services.
• Provide high level advice to General Manager and the Executive Team in planning, developing and maintaining NCH infrastructure, assets and facilities services consistent with the strategic direction and operational requirements of CHS.
• Facilitate development and submission of NCH annual capital project bids consistent with the CHS’s strategic direction, operational requirements, NCH Strategic Asset Management Plan, Clinical Service Plans and Campus redevelopment priorities.
• Lead and oversee the Infrastructure and Facilities Team in planning and delivery of capital works, maintenance and asset management activities; 
• Lead the procurement of major assets, services and consumables, including negotiating contract prices, deliverables and conditions as well as manage contract variations and reviews in accordance with ACT Government Procurement 2001 (ACT).
• Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

Requirements/Qualifications:

Mandatory:

Positions classified as Infrastructure Manager/Specialist require the occupant to hold recognised qualifications and/or experience in one or more of the following fields: 

• Engineering – a four-year degree or higher qualification accredited by Engineers Australia or Professionals Australia for recognition as a Professional Engineer (including recognition of equivalent overseas Engineering qualifications) and a minimum of ten years relevant experience in Engineering; or 
• Architecture – a three-year degree or higher qualification accredited by an Australian State or Territory Architecture authority for recognition as a Professional Architect (including recognition of equivalent overseas qualifications) and a minimum of ten years relevant experience in Architecture; or 
• Project Management – either: 

1. Diploma in Project Management accredited by an Australian State or Territory tertiary education institution (or an equivalent overseas qualification that is eligible for reciprocal recognition in Australia) and a minimum of ten years relevant experience in Project Management; or 
2. Certification by a professional body, such as the Australian Institute of Project Management (AIPM), to the level of Certified Practicing Project Director (CPPD) or Certified Practicing Portfolio Executive (CPPE), in addition to a relevant Degree or higher qualification issued by an Australian State or Territory tertiary education institution (or an equivalent overseas qualification that  is eligible for reciprocal recognition in Australia) and a minimum of ten years relevant experience in Project Management; or
3. Have at least 10 years relevant experience in Project Management.

Desirable:

• Experience in management of ACT Government construction contracts and related procurement methodologies.
• Public sector background or demonstrated understanding of policies, legislation and procurement processes.
• Have an understanding of how the National Safety and Quality Health Service (NSQHS) indicators align with this role.
• Fulfil the responsibilities of this role in alignment to the CHS Exceptional Care Framework, Clinical Governance Framework, Partnering With Consumers Framework and all other related frameworks.

What you require:

• Demonstrated experience in managing complex and high value procurement and contract management activities in accordance with the Government Procurement Act 2001 (ACT) and proven ability to collaborate effectively with SMEs and stakeholders to achieve optimum outcomes. 
• Demonstrated experience in building and owning strategic relationships within Government, industry, advisers, consultants, suppliers and contractors
• Demonstrated experience interpersonal and communication skills with strong verbal and written (technical and non-technical) skills, high-level liaison, representation and negotiation skills including the ability to be influential with stakeholders at all levels. 
• Demonstrated ability to exercise a high degree of judgement with a proactive approach to problem solving and risk mitigations, including the ability to make decisions and reprioritise quickly.
• Demonstrates understanding of, and adherence to, safety and quality standards, work, health and safety (WH&S) and the positive patient experience. Displays behaviour consistent with CHS’s values of reliable, progressive, respectful and kind.
