Koorie Education Children's Court Liaison Officer

Schools and Regional Services comprises 17 Areas within four regions across the state, as well as five central Divisions. The responsibilities of Regional Services include:

  • Service delivery including performance, contract management, funding delivery and acquittal
  • Program implementation including detailed implementation planning and delivery
  • Local area engagement, advice, support and partnerships
  • Workforce capability development, professional practice leadership and delivery
  • Emergency management including critical incident response.

The Area-based regional operating model is designed to:

  • Provide greater responsiveness, innovation and joined-up responses to local needs
  • Enable a focus on place as an organising structure for schools and other services
  • Enable regional staff to engage more effectively with our service providers, schools, students and learners, families and local communities, and to understand what they need
  • Facilitate better relationships and collaborative networks that more effectively support learners to move more seamlessly through our education system and beyond
  • Enable complex issues to be addressed through more targeted, integrated and coordinated responses.

 The Victorian Government's Education State reforms are designed to develop an education system that ensures all Victorians have equal access to the benefits and opportunities that come from education. Ensuring that every Victorian learner is afforded the opportunity to succeed requires an inclusive education system, that tailors its approach to all learners. By providing an inclusive and excellent education system, and by looking at the learner and not the problem, we can break the links between a person's postcode and their life chances. All learners should be engaged in their education, and should they ever disengage from schooling, our education system should work towards their reinclusion.

In Victoria, there are a significant number of learners who have been disengaged, or are vulnerable to disengaging, from education or training. Fortunately, recent studies have shown that with the right intensive support and intervention, young people who fall behind and disengage can recover and catch up when they re-engage in education.

The Victorian Government's Marrung: Aboriginal Education Plan 2016-2026 (Marrung), launched in July 2016, is a 10-year integrated plan that aims to improve learning, development and educational outcomes for Koorie Victorians across the early childhood, schools and higher education and training sectors. Marrung underpins the delivery of the Education State reform agenda to Koorie Victorians.

Marrung includes specific actions which aim to address Koorie student dis-engagement and improve education outcomes. This includes committing ongoing funding to the establishment of four Children's Koori Court Liaison Officer positions, to extend the positive impact of having DE officers attending court sittings and providing education referral for Koorie young people.

ROLE PURPOSE

The Children's Koori Court was established in 2005 to address the over-representation of Koorie young people in the criminal justice system. The Children's Court of Victoria has Children's Koori Courts located at the Melbourne Children's Court, Dandenong, Heidelberg, Mildura, Swan Hill, Shepparton, Morwell, Bairnsdale, Geelong and Warrnambool.
