TAFE Queensland implements the Australia Pacific Training Coalition (APTC) on behalf of the Department of Foreign Affairs and Trade (DFAT). APTC is a centre for training excellence, providing Australian-standard training qualifications and skills across the Pacific and Timor-Leste. As Australia’s key Technical and Vocational Education and Training (TVET) investment in the region, APTC works collaboratively with TVET stakeholders to achieve training delivery outcomes and reforms to national and regional TVET systems. 

APTC has country offices in Fiji, Vanuatu, PNG, Samoa, Solomon Islands and Timor-Leste and representatives in Kiribati, Nauru, Tonga and Tuvalu. The Country Offices are supported by a range of services provided from a regional head office located in Suva, Fiji.

Your Opportunity

   As the Learning Support Facilitator you will be responsible for:

  • Providing support to the APTC Students in Language and Numeracy Skills(LLN).
  • Development and delivery of integrated tailored support to enhance students’ learning and to complement work done by APTC trainers.

This position reports to the Director Academic and Training.

This is a temporary, full-time opportunity, to 21 December 2024.

The position will be based primarily at Port Moresby.

The Total Remuneration Package (TRP) for this role is PGK58,485.

Key Responsibilities

  • Assess students’ LLN capability using the Australian Core Skills Framework (ACSF).
  • In conjunction with trainers and tutors, develop programs that will develop the LLN skills required by the relevant training package and industry workplaces.
  • Deliver Language, Literacy and Numeracy (LLN) programs as required. 
  • In conjunction with trainers, tutors and vocational training assistants support the development of students’ vocational literacy and numeracy.
  • Maintain relevant LLN screening instruments and assess student applications for entry into APTC programs as required. 
  • Participate in the induction / orientation of students in all APTC programs.
  • In conjunction with the Labour Mobility Officer and the Director Academic and Training, provide input to resource development and new program initiatives, including online programs.
  • Under direction from the Director Academic and Training, prepare and maintain contextualized learning teaching resources including online programs to support LLN development.
  • Assist vocational trainers to adapt resources to meet the LLN requirements of the relevant training package.
  • Under direction of the Director Academic and Training, implement trials and pilot programs relating to LLN and undertake evaluation activity and reporting of results as required.
  • Under direction of the Director Academic and Training, ensure that APTC LLN programs for students electing to migrate meet the requirements of the Labour Mobility Facility.
  • Provide regular reports related to student tutoring and ensure the ongoing follow up of students through collaboration with students, delivery staff and managers.
  • Actively participate in the APTC Centre for Professional Development opportunities offered under the Capability 
  • Actively participate in the APTC Language, Literacy and Numeracy Community of Practice. 
  • Participate in marketing, recruitment and industry liaison activities across the Pacific Island Forum countries (PIF’s) as required.
  • Participate in meetings and other activities relevant to the role of the position.
  • Report any incident to the APTC Country Director or Director Academic and Training where staff or students are behaving in a manner that contravenes the APTC Code of Conduct.
  • Complete required administrative tasks, including required delivery compliance documentation. Report any non-compliance with Workplace Health and Safety (WHS), Equal Employment Opportunity or any other statutory regulations to the Country Director as soon as practical.
  • Report WHS incidents and arrange first aid treatment when necessary.
  • Project staff must become familiar with the APTC Security Plan and ensure it is followed in the event of a medical or security emergency.

How you will be assessed

The ideal applicant will be someone who has the following key capabilities:

1. Recent relevant teaching experience delivering English language or Language, Literacy and Numeracy for a minimum of two years, preferably in an adult vocational learning environment.

2. Demonstrated experience in supporting the learning of students with different cultural backgrounds and abilities.

3. Demonstrated high level written and oral communication skills, including the ability to negotiate learning outcomes for students.

4. Experience with Microsoft Office programs (including Microsoft Word and Outlook) and experience in using the internet.

5. Prepared to work in remote locations and to be flexible in the delivery and support of training programs including the ability to work outside of core business hours.

6. Demonstrated experience and the ability to complete required administrative tasks, including required delivery compliance documentation.

Mandatory Qualifications/Requirements

  • Recognised Tertiary Qualification and Teaching qualification (minimum duration 2 years’ full-time equivalent study) which includes study in Language, Literacy and Numeracy, English as a Second Language (ESL) or English OR a degree with at least two years’ study in linguistics, communication, ESL or literacy and numeracy.

Highly Desirable Requirements

  • Experience working within an educational organisation would be an advantage.
  • Experience working on an aid funded project, preferably Australian Government, would be an advantage.
