TAFE Queensland implements the Australia Pacific Training Coalition (APTC) on behalf of the Department of Foreign Affairs and Trade (DFAT). APTC is a centre for training excellence, providing Australian-standard training qualifications and skills across the Pacific and Timor-Leste. As Australia’s key Technical and Vocational Education and Training (TVET) investment in the region, APTC works collaboratively with TVET stakeholders to achieve training delivery outcomes and reforms to national and regional TVET systems. 

APTC has country offices in Fiji, Vanuatu, PNG, Samoa, Solomon Islands and Timor-Leste and representatives in Kiribati, Nauru, Tonga and Tuvalu. The Country Offices are supported by a range of services provided from a regional head office located in Suva, Fiji.

Your Opportunity

As the Learning Support Facilitator, you will:

  • Provide support to APTC students in Language, Literacy and Numeracy skills (LLN). 
  • Be responsible for the development and delivery of integrated tailored support to enhance students’ learning and to complement work done by APTC trainers.
  • Assist students with the development of communications, team building, problem solving, technology, planning and organising, business plan development and support students with advice, tools and placements to be able to meet their educational, vocational and life goals. The program will include curriculum vitae development, identifying employment opportunities, job applications(local & overseas opportunities) and strategies for introduction of new skills to the workplace, interviewing skills, preparing proposals (business and/or report writing) research skills and technologies/platforms.

This position reports to the Vocational Training Manager Fiji.

The total salary range package for this position is FJD$30,000 - FJD$40,000.

Key Responsibilities

  • Assess students’ LLN capability using the Australian Core Skills Framework (ACSF). 
  • In conjunction with trainers and tutors, develop programs that will develop the LLN skills required by the relevant training package and industry workplaces. 
  • Deliver Language, Literacy and Numeracy (LLN) programs as required. 
  • In conjunction with trainers, tutors and vocational training assistants support the development of students’ vocational literacy and numeracy. 
  • Maintain relevant LLN screening instruments and assess student applications for entry into APTC programs as required. 
  • Participate in the induction / orientation of students in all APTC programs.
  • In conjunction with the Training Delivery Innovation Team, the Labour Mobility Officer and the Vocational Training Manager, provide input to resource development and new program initiatives, including online programs.
  • Under direction from the Vocational Training Manager, prepare and maintain contextualized learning teaching resources including online programs to support LLN development.
  • Assist vocational trainers to adapt resources to meet the LLN requirements of the relevant training package.
  • Under direction of the Vocational Training Manager, implement trials and pilot programs relating to LLN and undertake evaluation activity and reporting of results as required.
  • Provide regular reports related to student tutoring and ensure the ongoing follow up of students through collaboration with students, delivery staff and managers.
  • Actively participate in the APTC Language, Literacy and Numeracy Community of Practice.
  • Prepare and deliver the APTC to Work Program using the International Labour Organisation’s “My Guide to Employment” and the “Biz-Up: Self Employment Skills” or other resources as supplied as the basic resource to students who may have English as their Second Language and who come from a mix of cultures, social backgrounds and employment experiences. 
  • Assist students with the development of skills in communications, team building, problem solving, use of technology, planning and organising and business plan development.
  • Under direction of the Vocational Training Manager, support students with advice, tools and placement activity designed to meet their educational, vocational and life goals. Support will include:
    • Curriculum Vitae development, identification of employment opportunities, preparation of job applications (local & overseas opportunities) and interview skills;
    • migration preparation for short term and long term work opportunities, information relating to living and working abroad, cultural adjustments, and the Pacific Labour Facility;
    • strategies for introducing new skills to the workplace; and
    • research skills, preparation of business proposals, report writing and use of technologies/platforms.
  • Maintain professional capacity in relation to a knowledge and understanding of:
    • labour markets and related issues with special reference to the Pacific Region;
    • contemporary career planning and professional development strategies with a focus on the requirements for students interested in migration.
  • Participate in the orientation of participants in all APTC programs which includes the delivery of non-accredited training in fundamental computer skills.
  • Under direction from the Training Delivery Innovation Manager and the Vocational Training Manager, prepare and maintain up-to-date APTC to Work resources and learning materials including online programs.
  • Participate in marketing, recruitment and industry liaison activities across the Pacific Island Forum countries (PIF’s) as required.
  • Participate in meetings and other activities relevant to the role of the position.
  • Report any incident to the APTC Country Director or Vocational Training Manager where staff or students are behaving in a manner that contravenes the APTC Code of Conduct.
  • Complete required administrative tasks, including required delivery compliance documentation. Report any non-compliance with Workplace Health and Safety (WHS), Equal Employment Opportunity or any other statutory regulations to the Country Director as soon as practical.
  • Report WHS incidents and arrange first aid treatment when necessary.
  • Project staff must become familiar with the APTC Security Plan and ensure it is followed in the event of a medical or security emergency.

How you will be assessed

The ideal applicant will be someone who has the following key capabilities:

  1. Experience with Microsoft Office programs (including Microsoft Word and Outlook) and experience in using the internet.
  2. Prepared to work in remote locations and to be flexible in the delivery and support of training programs including the ability to work outside of core business hours.
  3. Demonstrated experience and the ability to complete required administrative tasks, including required delivery.

Mandatory Qualifications/Requirements

  • Recognised teaching qualification (minimum duration of 2 years full-time equivalent study) which includes study in Language, Literacy and Numeracy, Enflish as a Secondary Language (ESL) or English OR a degree with at least two years study in linguistics, communication, ESL or literacy and numeracy.
  • Demonstrated experience in supporting the learning of students with different cultural backgrounds and abilities.
  • Demonstrated high level written and oral communication skills, including the ability to negotiate learning outcomes for students.

Highly Desirable Requirements

  • Recent relevant teaching experience delivering English language or Language, Literacy and Numeracy for a minimum of two years, preferably in an adult vocational learning environment.
  • Experience working on an aid funded project, preferably Austtralia Government, would be an advantage.
