Who are we and what do we do?

The Northern Rivers Reconstruction Corporation (NRRC) is a development corporation established following the 2022 floods across Lismore and Northern Rivers region of NSW. It formally came into effect from 1 July 2022. The NRRC manages the rebuilding of these communities by coordinating planning, rebuilding and construction work across multiple government agencies. The NRRC works in the following local government areas: Ballina; Byron, Clarence Valley; Lismore; Richmond Valley; Tweed, and Kyogle. More information can be found here.

About the role

The Manager, Community Adaptation leads the development and application of innovative and best practice community resilience and engagement approaches for a sustainable, resilient future for the Northern Rivers. This will include community awareness and preparedness campaigns, as well as a structured approach to community-led place-based adaptation planning. This will support the resilience and adaptation programs of the NRRC, in particular the development of adaptation plans for the region as part of a Resilient Centres program.

The Manager, Community Adaptation will draw on expertise in community resilience planning, systems change, collective-impact and distributive justice approaches to deliver a program for community-led adaptation planning.

In this exciting and varied role, you will:
Lead development of community resilience approaches, including research and scoping, identifying interdependencies and leveraging resources to maximise efficiencies and achieve required outcomes.
Lead development and implementation of a community-led adaptation program in consultation with key internal and external stakeholders including all levels of government, and community members and groups, and integrate with all work programs of the NRRC.
Lead development of a baseline socio-spatial picture of the region, identify how adaptation actions will change this, their benefits and outcomes and develop a social impact assessment. Oversee research and formulate recommendations to support evidence based project planning and decision making.
Lead and oversee all aspects of project development and implementation across the community resilience program including preparing business cases and project plans, establishing appropriate governance, identifying, allocating and managing resources, and meeting reporting requirements, to ensure project outcomes are achieved on time, on budget, and to quality standards.
Develop and manage internal and external stakeholder relationships through effective communication, negotiation and issues management to ensure stakeholders are engaged throughout the project and project deliverables are met.
Develop and implement strategies and tools for the continuous monitoring and evaluation of projects, including risk and contingency management, benefits realisation, and project impact and quality measures, to identify and address issues and assess project progress and overall effectiveness.
Lead and manage project team/s, including internal and external project staff, to deliver all key project/s milestones and outcomes.
Provide expert advice and information on community resilience approaches to stakeholders on emerging project issues and present recommendations to support project delivery in line with established plans, budgets, timeframes, policy objectives and other project priorities.

About you

You demonstrate a high level of personal motivation and foster an environment that recognises the value of collaboration.

Relevant tertiary qualifications and/or equivalent professional experience is essential.
