About us

Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders. 

Purpose of the role

The Curriculum Writing unit is responsible for providing curriculum and assessment leadership that enables the department to achieve high quality training outcomes for their staff and volunteers, whilst ensuring that all learning and education is linked to operational capability and future requirements. The team will contribute to the review and development of quality training products, services and systems that provide a holistic and specialised approach to curriculum design and flexible learning material to meet the requirements of each capability stream across the department and will enable trainers and assessors to effectively deliver quality learning and development activities.


Reporting to the Executive Manager, Training Support Services you will be responsible for the development and leadership of an internal specialist Curriculum Writing team in the development, review and implementation of learning solutions and resources that will enhance future training programs. You will lead and strengthen internal and external stakeholder relationships and gain public confidence through improved consultation, information sharing and engagement to bring learning content to life through the design and development of engaging and creative learning experiences that comply with industry best practice and contemporary learning frameworks, and ensures staff and volunteers can deliver training in confidence to meet organisational and operational objectives.

Key requirements

Highly desirable requirements

  • Possession of a current Certificate IV in Training and Assessment or accredited tertiary qualification in adult education.
  • Proven experience in instructional design and/or curriculum development.
  • Knowledge or experience working in a quality assurance role within a registered training organisation environment.
  • Experience working collaboratively with subject matter experts (SMEs), educators, and other stakeholders.
  • Knowledge or experience in project management methodologies.
Your key accountabilities

Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:

  • Manage the instructional design, development, and review of flexible education and training curriculum resources to enhance learning experience, and manage completion within negotiated timeframes.
  • Provide clear, concise and definitive training and education materials to enable all facets of QFES capability education material development to adopt a learner-centric view that promotes critical thinking, problem solving and encourages cooperation, collaboration and trust. 
  • Lead and manage the research, planning, analysis, and interpretation and alignment of curriculum design to industry competency standards and qualifications, ensuring training products align to operational capabilities.
  • Enhance the effectiveness of systems and processes by ensuring they are integrated and innovative, and the appropriate application of contemporary adult education principles and methodology to all curriculum products and resources is applied for both interactive eLearning and face-to-face delivery.
  • Liaise, consult and maintain effective working relationships with internal and external stakeholders regarding initiatives or issues impacting on the design of flexible learning materials and delivery of programs.
  • Prepare, review and manage complex correspondence, briefs, submissions and reports relating to education and training curriculum, issues or impacts, in accordance with departmental requirements and governance.
  • Manage projects, including identifying changes within the development and production processes for a range of flexible learning materials and programs, and provide high-level advice or recommendation for continuous improvement to support effective decision-making.
  • Represent the department and contribute to the delivery and coordination of workshops and meetings relating to projects and curriculum to encourage innovation and adoption of best practice training standards, procedures and programs.
