About the role

This position can be located at any of our operating locations - Riverland, Murraylands or Limestone Coast

ac.care is seeking a Manager Operations Out of Home Care to be responsible for the effective leadership and delivery of all Out of Home Care programs, managing organisational change, delivering financial sustainability and positively positioning ac.care externally. This role involves managing the day-to-day operations, ensuring compliance with regulatory standards, and leading teams dedicated to providing high-quality care and support to children and young people in Out of Home Care placements. The Manager Operations Out of Home Care will collaborate closely with other departments, external agencies, and stakeholders to ensure the effective delivery of services and the achievement of program goals. This role reports directly to the Executive Manager Out of Home Care. As part of this you will:

  • Leading and directing the delivery of high quality, best practice Foster Care and Residential Care services.
  • Proactively leading and guiding the achievement of program objectives and obligations consistent with relevant requirements, budgets and obligations set out in relevant funding agreements.
  • Build a high performance culture with clear accountabilities and expectations, meeting performance and compliance requirements, providing quality programs and practice and recognising and rewarding excellence.
  • Provide influential specialist advice and consultancy services on operational policy matters and contribute to the development and review of policies both internal and external.
  • Identify potential risks and challenges associated with Out of Home Care services and develop strategies to mitigate them.
  • Ensure compliance with legal and Regulatory requirements related to child welfare and safeguarding.
  • Ability to embed evidence-based models as part of a team through leading good practice, and development of capability across systems, processes, and people, to achieve positive outcomes aligned to fidelity and program requirements.
  • Build capability through learning and development initiatives and approaches to deliver against agreed outcomes.
  • Undertake research, data analysis and evaluation processes to support the organisations ongoing performance and positive outcomes for our clients.
  • Identify performance trends, best practices, and opportunities for improvement, and develop and implement improvement plans with appropriate commitment and supports from key stakeholders. 
  • Ensure that services within OOHC meet the quality requirements and service targets specified in ac.care's policies and standards, funding bodies’ program specifications and relevant legislation.

Special Conditions

  • Current SA driver’s licence ‘Class C’ or interstate equivalent.
  • Current Satisfactory Working with Children Check (WWCC) or willingness to obtain in accordance with ac.care policy.
  • Valid National Police Check
  • Child Safe Environment Certificate or willingness to obtain in accordance with ac.care policy.

Qualifications, Experience and Attributes

  • Relevant qualifications, skills and/or experience in Business Management, Human Services, Social Sciences, Psychology and/or related fields or substantial relevant senior management experience through other appointments.
  • Extensive knowledge and understanding of Out of Home Care issues and the management of these within a case management and legislative framework
  • Proven ability to build and foster relationships through collaboration and holistic service delivery.
  • Extensive senior leadership in people management, leading and developing teams.
  • Demonstrated expertise in quality & safeguarding practices, compliance/risk management frameworks, and applying evidence based decision making.
  • Proficiency in strategic thinking and planning. 

Highly Regarded

  • Experience working with Aboriginal and Torres Strait Islander peoples, families and communities.
  • Experience working with people from culturally and linguistically diverse (CALD) backgrounds.
