About us

The  Gap Youth and Community Centre Aboriginal Corporation (GYCCAC) is a not-for-profit community-based organisation, has been providing assistance and support to at-risk children, young people, their families and their communities in Alice Springs since 1977. 

As a multi-service organisation funded by Northern Territory and Commonwealth governments, GYCCAC provides a range of support programs and activities to assist and empower young people to make positive choices and decisions for their future.

For over 43 years, GYCCAC has been doing this by providing support and assistance to children and young people based on individual need including assistance with educational engagement, housing and homelessness, vocational training, employment assistance, crime prevention and intervention, information, referral, advocacy, practical assistance, drop-in, and recreational activities.

About the role

The Operations and Compliance Manager role is to support GYCCAC to manage its organisational and program responsibilities during a period of transformational change for the organisation. The Operations and Compliance Manager will be passionate about strengthening management practice, team and staff development, systems and Compliance through strengthening the organisation and its programs. 

The Operations and Compliance Manager will be responsible for managing administrative functions of the organisation, as well as funded services and programs. You will have an eye for detail, be strategic in implementing organisational improvements as well have strong youth and community sector program management experience. 

Reporting directly to the CEO, the role will support the CEO in bringing focus to the empowerment of local Aboriginal people through ensuring the services provided at GYCCAC are culturally-safe, informed by community and respected and valued by our staff, clients, community and stakeholders.

The Operations and Compliance Manager will support team performance management in a multi-disciplinary environment. You will have strong people management experience, as well as the ability to support improved management oversight of programs, while building a strong team environment of performance and continuous improvement.

This will, in part, be achieved by supporting the creation, implementation and management of effective service delivery plans, associated procedures, data collection and management systems and supporting all programs in the business to improve overall performance.

You will be responsible for understanding and managing all funded program services and all associated compliance responsibilities, including managing and overseeing all internal and external reporting requirements related to funding agreements. 

To do this you will support the design and implementation of required compliance management systems and processes, that improve the organisation’s approach to service delivery, compliance, data integrity and reporting.

Key responsibilities

Modelling and setting organisational culture - Understanding and displaying qualities that promote a professional workplace culture, and leading by example when at work.

Resource Management - At all times promote a positive work environment, supporting management, teams and staff to maximise performance and productivity through applying a range of modern management practices.

Program Service Delivery, Compliance and Operational Management - Show leadership in the implementation of operational and service delivery outcomes linked to the GYCCAC strategic plan, various operational activities, funding agreements and associated legal and performance frameworks.

Leadership and management - Lead, build and develop the management team and staff to create a dynamic, client-focused organisation. Ensure that GYCCAC is considered a leading community based organisation in terms of client service and program delivery credibility.

Relationships - Develop and support productive relationships with any stakeholders that are connected to existing funded services and operational matters.

Aboriginal Ways of Working - Demonstrate a personal understanding of responsive ways of working with Aboriginal clients, staff and the community.

Work, health and safety - Always promote a safe work culture, and ensure staff are supported to understand their responsibilities.

Essential criteria

  1. Extensive experience in organisational leadership and ability to develop innovative and creative solutions to support GYCCAC to successful manage its operational and Compliance responsibilities, as well as being able to address expected and unexpected challenges that arise during operational delivery of projects, programs and services.
  2. Experience working with Aboriginal communities, and managing and overseeing the delivery of culturally-safe and appropriate services to Aboriginal people. 
  3. Degree, graduate degree or proven high-level experience in the disciplines of business, management or relevant related field. 
  4. Minimum two (2) years experience working in senior management roles in community based organisation sectors. 
  5. The ability to lead and positively manage and develop a multi-disciplinary team with a structured professional approach in a complex and changing environment. 
  6. The ability to support the CEO in overseeing financial management, human resource management and asset management responsibilities of the organisation, including always managing the delivery of services and projects within allocated budgets.
  7. Experience in implementing IT, software and technology solutions that are fit for purpose and support business innovation and performance.
  8. Demonstrated experience in managing performance-based government contracts. 
  9. Demonstrated experience in change management and business transformation projects, including service delivery, program design / reform, performance improvements, data integrity, etc 
  10. Capabiliity to ensure compliance with new and maintenance of various accreditation and service delivery systems
  11. Clear capability in improving organisational performance and measurement, including sound problem-solving ability and judgment to identify best practice options and identify risks and strategies to address any potential issues as they arise
  12. The ability to develop and maintain relevant stakeholder and business relationships that support performance imperatives.

Desirable

  1. Qualifications in business, management, community services or corporate governance, or similar, and/or associated relevant experience
