The OpportunityThe successful incumbent will be responsible for leading the Parks and Streetscapes Team through the development of strategic and technical programs and the delivery of maintenance for parks, gardens, streetscapes, horticulture and arboriculture services.

To undertake this position, you will have extensive strategic leadership experience relating to parks, gardens, streetscapes, horticulture and arboriculture functions in local government or similar environment.
You will have significant relevant experience and knowledge in botany, parks, gardens, streetscapes, horticulture and arboriculture activities, developing works programs including budgets, program implementation, contract management and monitoring activities.
Further but not limited to, you will possess a strong background in providing advice on complex matters regarding the assessment of Parks and streetscape services for the purpose of prioritisation and alignment to Council’s infrastructure strategies and policies.
The position's focus will be:
- The coordination and delivery of the Parks and Streetscapes Team within the Civil and Asset Operations Branch providing leadership, mentoring, skill development and performance monitoring with the goal of creating a positive work culture and a high standard of service delivery.
- Responsible for the provision of expert technical advice and support to the Civil and Asset Operations Branch, including technical officers, along with internal and external stakeholders by keeping abreast of contemporary and emerging trends in parks, gardens and arboriculture maintenance and operations to ensure consistent high-quality outcomes are achieved. This includes providing advice in relation to third party requests for activities on Council managed lands and on contributed assets.
- Responsible for the development and provision of strategic and operational advice to internal and external stakeholders, including Councillors, through forward planning, budget management, risk identification and continuous improvement initiatives to ensure the Parks and Streetscapes Team can deliver an efficient and effective service to the community.
- Responsible for the development and Council adoption of vegetation management strategic projects, including master plans and Council wide strategies including but not limited to: Urban Greening Program, Parks and Playgrounds Asset Management Plans, Arboriculture Management Strategy, Botanic Gardens Masterplan and asset renewal programs.
- Responsible for the development and delivery of annual maintenance programs including priority projects and monitor and report on the effectiveness of such programs and projects to achieve management objectives, meet financial targets within set budgets and provide advice to ensure the effective outcomes.
- Initiate and actively monitor, review, refine and improve work practices and the quality-of-service delivery to ensure compliance with agreed cost, service standards and time parameters.
- Prepare planning documents (including but not limited to maintenance and renewal programs) and undertake the annual budget submissions related to delivery of parks & streetscape services and other infrastructure that are the responsibility of this position.
- Development and establishment of contracts for services that relates to the responsibilities of this role, including preparation of quotation/tender documentation (where directed), evaluate submissions and manage the delivery of accepted contracts and negotiate with suppliers and sub-contractors to maximise service delivery.
- Undertake a leadership role in the response to any Disaster Management event that Noosa Council will participate and respond to.
- Identify areas of risk and contribute to the development and implementation of a Risk Reduction Strategy.
- Ensure adequate control measures are in place and ensure work sites are maintained and conform to current Environmental Standards and Council’s Safety Management System.
