What does this Position do?
The People and Culture Officer is responsible for fostering a positive and inclusive workplace culture while supporting the overall strategic objectives of Council. Reporting directly to the Manager People and Culture this position undertakes and administers recruitment processes, staff training and development, employee relations, personnel records, statutory reporting, the management and maintenance of personnel master files and provides advice and support to both employees and management on all matters related to people management, employee relations, and organisational culture.
Key Responsibilities
- Talent Acquisition and Onboarding: Collaborate with hiring managers to attract top talent, manage the recruitment process from start to finish, and ensure a seamless onboarding experience for new hires.
- Employee Relations: Proactively address employee relations issues, promote a culture of open communication, and provide guidance to managers on conflict resolution and performance management. Provide support and advice for employee enquiries, concerns, and grievances.
- Performance Management: Coordinate and support the performance management processes, including goal setting, performance evaluations, employee reclassification assessments and processes, and professional development plans. Provide support to managers in effectively managing employee performance and fostering a culture of continuous feedback.
- Culture and Engagement: Assist with initiatives to promote employee engagement, diversity, equity, and inclusion within the Council. Provide advice and support to management in the preparation of Position Descriptions and Classifications. Implement strategies to reinforce our organisational values, celebrate achievements, and cultivate a positive and supportive work environment.
- Policy Development and Compliance: Stay abreast of relevant employment laws and regulations, ensuring company policies and practices are compliant. Assist with the development, review, and update of People and Culture (P&C) policies and procedures as needed to reflect best practices and support organisational goals.
- P&C Administration: Undertake P&C administrative tasks such as maintaining employee records, ensuring data accuracy in P&C systems, and providing administrative support during Enterprise Bargaining negotiations.
- Liaise with external providers: Provide services for employees including but not limited to:
- Corporate Health programs
- Employee Assistance Programs
- Corporate Uniforms
- Workplace Reporting: Incidents, near miss, injuries, property damage and identified hazards.
- Any other responsibilities in line with the position as assigned by the Supervisor and/or Pt Lincoln City Council.
Essential Qualifications, Experience, Knowledge & Skills
- 3+ years of experience in a similar human resources position, with a demonstrated track record of success in talent management, and employee relations.
- Strong knowledge of employment laws and regulations, with the ability to interpret and apply policies and procedures effectively.
- Excellent communication, interpersonal, and problem-solving skills.
- Ability to build rapport and establish credibility with employees at all levels of the organisation.
- Experience in navigating and implementing awards and enterprise agreements.
- Proven ability to manage multiple priorities and adapt to changing business needs.
- Ability to solve problems which require assessment of a range of options having elements of complexity in reaching decisions and making recommendations.
Highly regarded but not essential Qualifications, Experience, Knowledge & Skills
- Bachelor’s degree in human resources, business, or related field.
- Working knowledge of the Fair Work Act 1994 and the South Australian Employment Tribunal.
- Experience in Local Government.
- Experience with BambooHR software platform.
- Demonstrated Experience in Records Management.

- Recruitment processes are fair and equitable and completed within reasonable timeframes.
- Employee records are accurately maintained and kept within statutory requirements.
- Monitor compliance with P&C policies and procedures.
- Ensure identified WHS responsibilities are being undertaken within required timeframes.
