Job description

Join the Strategic Portfolio Office eam on a fixed term temporary full-time basis up to 30 June 2024. You will lead the provision of a benefits and value management service across the Digital Health Portfolio, within the Strategic Portfolio Office, Strategy, Architecture and Information Services. It will ensure the proactive identification, quantification, analysis, planning, and tracking of benefits used to underpin the successful delivery of large scale, complex Information Management (IM)/Information and Communication Technology (ICT) initiatives.

As a Principal Benefits Analyst, you will also ensure that benefits and value management activities are planned and completed, enabling the realisation of forecast benefits aligned with Queensland Government legislation, Queensland Government Enterprise Architecture (QGEA) and Queensland Health policy requirements.

The role: 

  • Lead the provision of a benefits management, tracking and realisation service to enable the delivery of large scale, complex IM/ICT initiatives aligned to the eHealth Benefits Realisation Management framework.
  • Assess benefits management across the Digital Health Portfolio to identify current gaps, overlaps and conflicts, and eliminate any double counting of benefits.
  • Establish the practices required to implement and effectively manage benefits tracking and reporting across the Digital Portfolio to the Executive Leadership Team.
  • Review investment proposal submissions and the development of business cases during options analysis, investment appraisal and portfolio delivery prioritisation in terms of return on investment
  • Provide industry best practice benefits and value management training and awareness-building sessions to improve portfolio-wide change and benefits management maturity capability and practices.
  • Work with initiatives to provide pragmatic best practice advice on the effectiveness of their benefits management and realisation practices, particularly to identify additional opportunities for benefits management.

To be successful in this role, you must have:

  • Proven ability to establish, and manage, the provision of a benefits and value management, tracking and realisation service to support a number of large-scale, complex IM, ICT and digital programs and projects into operational service. (SFIA Skill: TECH: Level 5) (SFIA Skill: CNSL: Level 5)
  • Proven ability to identify, quantify, map, track and report progress of program and project benefits that justify continued investment in a program or project, and to provide assurance that the forecast benefits identified can be realised. (SFIA Skill: BENM: Level 5)
  • Proven stakeholder relationship management skills to support effective business change, including the ability to influence key stakeholders. (SFIA Skill: RLMT: Level 4)
  • Demonstrated analytical, conceptual and problem-solving skills and a proven ability to work in a team environment developing effective working relationships with programs and projects including C-level management. (SFIA Skill: PBMG: Level 4)
  • Proven negotiation, consultation, facilitation and effective written and oral communication skills for use in a complex program/project environment. (SFIA Skill: RLMT: Level 4).
  • Demonstrated ability to identify opportunities to achieve improvements in benefit management, investment and funding proposal and business case development and investment prioritisation. (SFIA Skill: INVA: Level 4)
  • Ability to clarify complexities and articulate a compelling vision of change. (NHS: Sharing the vision)
