POSITION OBJECTIVES:
- The purpose of the position is to provide professional guidance and support on all aspects of Open Space, in the delivery of Open Space planning services to Council. The Principal Open Space Planner is responsible for the strategic planning, programming and long-term management of the Councils Open Space network. They are required to analyse issues, situations and problems and develop timely, collective, innovative and effective responses and solutions.
- The Principal Open Space Planner develops master plans, policies and strategies for the Open Space network. They are responsible for the management of programs and delivery of projects which deliver on strategic intent.
- The Principal Open Space Planner brings a high standard of critical and rigorous analysis for Open Space network outcomes and collaborates with and advises internal and external parties.
- The Principal Open Space Planner requires demonstrated experience and a sound knowledge in strategy development, masterplan development and project management, for medium to large, complex projects and a demonstrated ability in exercising technical leadership and appropriate judgement in the development of planning documents, programs and plans relating to Open Space.
KEY RESPONSIBILITIES AND DUTIES:
- Open Space Planning
- Support in all aspects the planning, development and operation of Council's reserves, trails, Open Spaces and recreation facilities, consideration current and future service needs, to ensure that Councils Open Space network enhances the lives of local communities and visitors.
- Develop, review and coordinate strategies, policies and masterplans that provide the strategic direction and the framework for the development, design, standard level of service and management of Councils Open Space and assets to ensure consistent, high-quality outcomes.
- Develop, review and coordinate assessment and analysis of community need and demand for Open Space relating to strategies, policies and masterplans, identify tasks, resources, constraints, issues and risks.
- Develop and manage the implementation of strategies, policies, masterplans and Open Space renewal programs including seeking funding, preparation of feasibility studies, project briefs; managing projects within budget and to agreed timelines; prepare reports and undertake evaluation.
- Undertake research and provide evidence-based advice to inform the development of Open Space. This will include identification of appropriate community engagement techniques.
