We are seeking for a friendly and experience Principal Procurement Consultant to join our Procurement Service team at the Department of Planning, Land and Heritage (DPLH).
You will develop and provide specialist advice on complex and high-risk contracts, including procurement planning, tendering and contract formation and contract management. The Principal Procurement Consultant is also responsible for the delivery of highly responsive customer and solutions focused advisory service in relation to the application of Department and whole of Government procurement policies, procedures and strategic objectives.
The position sits within the Procurement Services branch which supports the broader Department functions through the planning, development and ongoing management of contracts for goods, services, consultancies and works. The branch is also responsible for the development and management of the Department's procurement and contracting framework (including relevant policies, procedures and instruments of delegation) and the provision of specialist advice consistent with departmental and broader government frameworks and priorities.
This is a permanent, full-time position. This process may be used to fill future similar permanent or fixed-term positions that may arise within the Department and across the WA public sector in the next 12 months from the initial date of appointment.
Located in Perth CBD in a convenient location, above the Perth Underground rail, close to the Wellington Street Bus Station and City CAT services.
To be successful for this position, you need to demonstrate:
- Demonstrated experience working within complex contract and procurement environments and within government supply framework (or equivalent) and a strong understanding of the policy and legislative frameworks which apply to these.
- Demonstrated experience in developing and implementing procurement strategies, policies, standards and process improvements to ensure consistency in service delivery and compliance with relevant regulatory frameworks.
- Strong conceptual and analytical skills, including the ability to provide innovative solutions to complex procurement and contracting issues.
- Proven communication and interpersonal skills, including negotiation, facilitation, consultation and influencing skills and the ability to communicate clearly and effectively.
- Possession of a relevant tertiary qualification in business, law or procurement is desirable but not essential.
- Demonstrate the behaviours within the leadership context of Personal Leadership as outlined below.
