Job Description:
The Program Manager - Procurement position will be tasked with implementing whole of ACT Public Service procurement reform through the Procurement Reform Program
Responsibilities:
- Develop and manage project plans, schedules and budgets - including a delivery pathway with agreement from program streams to ensure that the program implementation is on track, in scope and within budget.
- Develop and maintain productive and influential working relationships with a range of key stakeholders
- Engage Procurement ACT staff - ensuring that team members are fully informed and engaged as part of a collaborative "one team" approach
- Leverage knowledge of procurement services and ACT Public Service frameworks to build on existing plans and strategies ensuring delivery pathways for streams are implemented and aligned to the Procurement Reform Program
- Collaborate with key stakeholders - including Procurement ACT, Workforce and Information Services, the Procurement Reform Implementation Working Group and the Procurement Reform Steering Committee to deliver and embed the Program
- Work stakeholders through the steps of change
- Represent Procurement ACT in a range of meetings and forums
- Regular reporting to executives
- Minimum of 3 years experience in delivering complex projects/programs.
- Experience in government procurement services including procurement regulation, governance and processes
- Certification in Project Management and/or equivalent to a Cert IV or Diploma in program and project management preferred
- Highly developed skills in planning, leading and coordinating activities to manage and implement a program from initiation to final transition into operational, business-as-usual management.
- Demonstrated strong interpersonal and communication skills (oral and written) including effective representation skills and strong attention to detail
- Ability to establish and maintain effective and diverse strategic business partnerships, including with stakeholders
- Understanding of public service values covering ethical standards and a demonstrated self-awareness, professionalism
