The Aged Care Quality and Safety Commission (the Commission) was formed on 1 January 2019. The role of the Commission is to protect and enhance the safety, health, wellbeing and quality of life of people receiving aged care.

The Commission is the national end-to-end regulator of aged care services and the primary point of contact for consumers and providers in relation to quality and safety. Our vision is to support a world-class aged care system driven by empowered consumers who enjoy the best possible quality of life.

We aim to build confidence and trust in aged care, empower consumers, promote best practice service provision, promote quality standards and hold providers to account for their performance against the expected standards of care. We seek to promote an aged care system that develops safer systems of care, inculcates a culture of safety and quality, and learns from mistakes, while providing the oversight that can assure the community that aged care services are operating as they should, including working on continuous improvement.

Position Description

Our team within the Reform and Transform Program Office (RTPO) are made up of highly qualified Project Managers, business analysts, project coordinators and other specialists. We are responsible for delivering budget measure and major projects to the Commission by ensuring that programs and/or projects are completed on budget and on time. We aim to ensure all projects are aligned with the Commission’s overarching objectives and goals.

Position Duties

The role of the Project Manager is to support the ACQSC by managing Budget Measures, and other complex projects for 2024 and beyond, to meet the needs of the Commission as a regulator of aged care.

This role requires experience working in an Enterprise Project Management Office (EPMO), bringing onboard a combination of technical, financial, managerial, and interpersonal skills.

The Project Manager will need to keep abreast of the changes and updates in a regulatory landscape and their impact on the project/s.

The Project Manager will have a good understanding of working in a regulatory environment, the current and emerging trends, policies, and best practices in their field. They must provide a sound understanding of regulatory guidance and advice to the project team and other stakeholders to support the development and implementation of regulatory strategies and plans.

The Project Manager will use a standard suite of project support documentation, adhere to the project governance framework, and utilise the enterprise-wide Portfolio and Project Management (PPM) Tool application.

Key Accountabilities

  • Apply the Commission’s Project Governance Framework incorporating change management planning and use of the Portfolio and Project (PPM) Tool.
  • Plan, organise, support execution, and control complex projects and can manage the project scope, budget, quality, and risks.
  • Maintain project assurance via a dedicated Project Board and Steering Committee.
  • Manage project progress, ensuring projects meet deadlines.
  • Oversee all incoming and outgoing project documentation in accordance with Commission records management processes.
  • Record and track against Risks and Issues by using the appropriate methods and escalation process when your project is tracking ‘At Risk’ or ‘Red’.
  • Design and manage the risk mitigation plan.
  • Report regularly on project status for the Executive Leadership Group (ELG).
  • Manage and coordinate staff and internal resources as required, including support from Project Coordinator/s.
  • Establish and manage strong relationships with both internal and external stakeholders.
  • Procure services, contractors and consultancy as required including tender processes and contract management.
  • A can-do attitude and willingness to improve project and program management processes and the overall approach linking with Reform and Transform Program Office (RTPO).
  • Ability to communicate and anticipate risks and obstacles while adapting to the changing regulatory environment.
  • Manage ongoing enhancements to the PPM Tool.
  • Develop QRGs and other training and capability development collateral to contribute to Commission-wide uplift of program/project governance and management.
  • Play a service/support role, by assisting business areas across the commission to use the project governance and management frameworks and to enter data into the PPM Tool.

Position Eligibility Requirements

  • To be eligible for engagement candidates must be an Australian citizen at the time an offer is made.
  • Show satisfactory completion of a criminal history check.
  • Provide evidence of identity.
  • Commit to working in the office at least three days per week; the Commission’s agile working offer is an opportunity to staff to work a 60/40 split between being in the office and working from home.
  • Recognised formal project management qualifications-PRINCE2/PMBOK/PMP/Managing Successful Programs (MSP) and/or equivalent.
  • Ability to be able to write clear, concise, and accurate project management documents and reports.
  • Effective problem-solving skills are important to identify, analyse, and resolve challenges that may arise during the project.
  • Experience in a similar project support role (preferably worked in an EPMO environment).
  • Coordinating meetings, committees and working groups including production of agendas, minutes and managing records.
  • Strong written and oral communication skills demonstrated organisation skills and attention to detail.
  • Development and maintenance of stakeholder relationships.
  • Flexibility to work on multiple projects and priorities creating and managing integrated project schedules that align dependencies and deliverables, track progress and minimise risk.
  • Experience as a team player able to work with minimum supervision in a fast-paced environment and willing to help.
  • Administration of SharePoint/MS Teams.
  • Experience with Microsoft Office products to an advanced level.
  • Ability to identify opportunities for continuous improvement to achieve quality outcomes.

** Please note, this position will initially be filled on a Non-Ongoing basis for 6 months with the possibility of Ongoing thereafter **

Position Notes

Salary offered will be between $89,394 and $100,849 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.
