Position Objectives:
The Rates and Revenue Officer is responsible for the provision of quality customer service to internal and external customers while maintaining accurate property debtor and property records to facilitate the efficient and effective collection of revenue for Council.
Responsibilities:
- Ensure all rates and charges are raised and collected accurately
- Maintain Council’s rate and property database and an accurate electoral roll.
- Ensure that the requirements of the Local Government Act are met in regard to the electoral roll requirements, including; Assess and record the eligibility of electors as received, and produce the electoral, owner/occupier and consolidated rolls when required.
- Liaise with Council’s debt collection agent to initiate and monitor debt collection actions including the processing of legal costs and representing Council at court as required.
- Perform annual rates generation, based on the Council adopted rate-in-the-dollar and property valuations
- Prepare order and requisition data for internal department responses and provide rating information within the required time frames to acting settlement agents.
- Respond to enquiries from external and internal customers in a professional, accurate and timely manner, including accepting payments, providing balances, setting up payment plans, providing notices etc
- Electronic Advice of Sales – prepare order and requisition data for internal department responses and provide rating information within the required time frames to acting settlement agents.
- Process property transfers, welcome letters and follow up on overdue property transfers.
- Undertake annual rates modelling to determine the average rate for consideration as part of the Council’s annual budget.
- Assist with preparation of complete accurate statutory returns in a timely manner according to imposed deadlines.
- Continually review procedures and processes to identify and implement system, policy, process and service improvements to increase capability, effectiveness and enhance Council’s rating functions.
- Maintain knowledge of emerging rates administration compliance requirements, trends and technologies.
Knowledge:
- Working knowledge and understanding of legislation, with respect to rates administration, Local Government Act 1999 & regulations, Land & Business (Sales and Conveyancing Act 1994 & regulations)
- Demonstrated understanding of the underlying principles of property rating methods (desirable)
- Experience in developing rate models to deliver required revenue as part of Council’s annual budget process (desirable)
- Working knowledge of relevant computer programs including property and rating software (SynergySoft), MS Office suite.
- Knowledge of debt collection procedures (desirable)
- Knowledge of accounting procedures (desirable)
Qualifications and Experience:
- SACE or equivalent, or substantive experience within a relevant industry (essential)
- Tertiary qualification in Commerce, Accounting, Finance, Business Studies, Economics (desirable)
- A minimum of 2 years customer service experience (essential)
- Demonstrated experience in dealing with difficult customers (essential)
- Prior experience in administrative practices and procedures
- Experience with debt recovery processes and procedures
- Prior experience in undertaking the responsibilities within the rates function in local government or public sector is highly desirable.
