About The Opportunity - Senior Regulatory Services Officer - Animal Management 

Your role is key role within Regulatory Services and will assist the Regulatory Services Supervisor - Animal Management with investigating complex animal matters that may lead to enforcement, appeals and legal action including regulated dog management and barking dog CRMs.

You will also maintain high customer service standards and effective CRM response and;

  • Undertaking rigorous and detailed investigations of alleged offences and implement correct regulatory action (e.g. warnings, infringements, enforcement notices, impoundment, etc.)
  • Assist with the training and mentoring of Regulatory Services staff
  • Assist in the development and implementation of standard operating procedures
  • Implement an annual Declared Dogs (dangerous & menacing) inspection program
  • Take a lead and/or provide advice for staff in complex animal control matters
  • Discussions, investigations and negotiations with the public to achieve education and ensure compliance.
  • Once fully trained you will be included in an 'on-call' roster for provision of services after hours and on weekends

About You

  • Prioritise, investigate and resolve complex animal investigations to a high standard; in a timely manner, for example, dog attacks, regulated dog compliance and unregistered/impounded animals.
  • Identify opportunities to improve service delivery and assist to develop staff training guides, customer newsletters, standard operating procedures (SOPs) and clear and concise standard correspondence.
  • To attend difficult inspections on tasks allocated to other Regulatory Services Officers in the team and provide conflict resolution advice and general assistance to these officers.
  • Implement Council’s “fix it at the fence” approach to CRM management wherever possible, so neighbours are involved in resolving issues together, with Council assistance if required.
  • Provide operational assistance, mentoring and advice for other Regulatory Services staff.
  • Assist staff in the accurate use of Council software systems such as “Altitude and Objective”.
  • Ensure the effective management of barking dog investigations, including developing and updating a guide for dog owners to reduce barking and the use of available technology to monitor barking.
  • Issue correspondence, directions, compliance notices and Penalty Infringement Notices for breaches of relevant legislation and ensure effective outcomes.
  • Assist in community meetings and community engagement activities relating to role responsibilities.
  • Accurately collate information and evidence required for proceedings at any court or tribunal
  • Share technical advice to other staff in the interpretation and enforcement of Council’s local laws.
  • Engage contractors to complete works on behalf of Council and assist to manage payments etc.
  • Undertake on-call and weekend work, including providing out of hours advise to staff as required.

About The Opportunity - Regulatory Services Officer - Animal Management 

Your role as a Regulatory Services Officer, you will have to balance both an educational and enforcement approach to ensuring protection, promotion and improvement of public safety for the community within the Bundaberg Region.

The role will provide a great balance of office based and outdoor tasks that will include; 

  • Discussions, investigations and negotiations with the public
  • Ensuring the community understands and complies with Local Laws and State legislation
  • Conducting scheduled inspections of regulated animals
  • Daily patrols for local law and animal related regulations
  • Undertaking rigorous and detailed investigations of alleged offences and implement correct regulatory action (e.g. warnings, infringements, enforcement notices, impoundment, etc.)
  • Once fully trained you will be included in an 'on-call' roster for after hours and weekends.

 About You

  • Demonstrated knowledge and experience in investigating and enforcing local government legislation related to animal management and local laws
  • Demonstrated knowledge and experience of animal management and animal husbandry including cattery and kennel maintenance, disease control and animal hygiene
  • Strong communication skills (oral and written) with the ability to effectively negotiate conflict along with excellent Excellent written communication skills allowing accurate recording of investigative notes
  • Demonstrated ability to adapt and utilise various computer operational skills and knowledge including the use of electronic infringement software, mobile devices and Microsoft Office Suite
  • Demonstrated ability to work productively both on your own, with a partner and within a team environment
  • Availability to work outside normal operating hours and in accordance with the section’s roster
  • Ability to undertake manual handling duties
  • Hold a ‘C’ Class driver’s licence
