About the Role:

The Senior Adviser (AS07) is responsible for managing and monitoring a Public Private Partnership (PPP) project agreement for 2 PPP Schools (PPP2) with the PPP Contract Administration Team to ensure the State and private sector meet financial and performance obligations and that the State receives value for money.

The position provides high level strategic advice to ensure contractual conditions and obligations outlined in the project agreement, and relevant policies and procedures of the department and SA Government are met. The position leads the development and implementation of procedures and systems to support PPP school leadership, facility managers and private sector representatives to accurately interpret and achieve contractual obligations.

Reporting to the Deputy Chief Procurement Officer, the PPP Contract Administration Team comprises two Senior Advisers and an Adviser to support 8 PPP schools.

What you will do (key outcomes)

  1. Provide a highly effective technical and advisory service to key stakeholders on strategic issues in relation to PPP project agreements, with due regard to emerging sensitive issues and risks and proposed solutions.
  2. Conduct complex and detailed analysis of contract management activities and formulate reporting on private sector performance in relation to provisions and services outlined in the project agreements. 
  3. Initiate, develop and manage key relationships with a range of stakeholder groups to ensure contractual obligations are met at a strategic operational level. 
  4. Lead the complex development and implementation of procedures and systems to support PPP school leadership officers, facility managers and private sector representatives to accurately interpret and achieve contractual obligations. 
  5. Undertake specialist projects, research tasks and auditing to ensure the effective asset management of all PPP school facilities.

The capabilities you will bring (key competencies)

  • Highly effective communication and interpersonal skills to develop and maintain effective networks, convey technical information and advice and negotiate and liaise effectively with senior management. 
  • Ability to negotiate and resolve conflict and exhibit tact and diplomacy with suppliers, clients and corporate agencies. 
  • Demonstrated ability to plan, prioritise, and organise work to achieve goals and meet deadlines, including manage and coordinate functions associated with the management of complex contracts including the development and monitoring of contract and risk management strategies and consideration of operational, political, financial and strategic issues.
  •  Experience conducting complex evaluations and providing concise, relevant and expert written and verbal advice to a range of audiences.


Qualifications:

Desirable: Tertiary or post-secondary qualifications in an appropriate discipline, i.e. Project Management, Asset Management, Contract Management for Public, Private, Partnerships (University of Melbourne) or equivalent
