About the opportunity

Reporting to the Manager Airworthiness Standards, the Airworthiness Standards Officer is responsible for research, policy development, legislation development, advisory material development, international agreements, procedures development and consultation and communication with stakeholders, principally in relation to CASR Part 21 Airworthiness Standards. The position requires working as a member of multi-disciplinary teams and liaising with areas of expertise within CASA, government and industry. 

This position requires interstate travel. Some international travel may be required.

The Airworthiness and Engineering Branch is responsible for policy, legislation, guidance material, internal procedures and processes for all elements of the airworthiness domain, including aircraft certification; regulatory services and surveillance of design and production approval holders; monitoring and addressing unsafe conditions of in-service aircraft; and maintaining Australia's airworthiness obligations under the Chicago Convention and other international agreements.

The Airworthiness Standards Officer is responsible for the following deliverables, which represent an ongoing body of work:

  • Contributing to the CASR Part 21 airworthiness regulatory project including policy and legislation development, advisory material development, consultation, and implementation activities. 
  • Providing support to the continuing airworthiness regulatory projects as required.
  • Leading Airworthiness Standards development projects and associated activities as required, including policy and legislation development, consultation and implementation activities.
  • Undertaking research and providing timely professional advice to the Manager Airworthiness Standards, CASA and industry to identify issues, implement practical solutions and resolve matters relating to airworthiness policies and legislation.
  • Developing and implementing airworthiness agreements with other countries and Aviation Authorities.
  • Keeping ICAO compliance status reports of the relevant airworthiness legislation up to date.
  • Representing CASA at various forums both nationally and internationally.
  • Developing and maintaining positive relationships and promoting open communication with internal and external stakeholders.
  • Operating with a considerable level of independence, demonstrating sound regulatory judgement under limited direction.
  • Managing schedule and ensuring that all work is carried out in a timely manner and in accordance with CASA policies and procedures.
  • Promoting workplace safety, equity and diversity and participative management, and environmental management practices in the workplace, and acting in accordance with the CASA Values and Behaviours.

Our ideal candidate

Our ideal candidate for Senior Airworthiness Standards officer must demonstrate the following:

  • Detailed knowledge of the Australian aviation safety legislation, and that of other similar regulatory regimes, relating to CASR Part 21 (design, certification, and production of aircraft and aeronautical products), supplemented with knowledge of continuing airworthiness management and maintenance of aircraft.
  • Experience in the development of regulatory policies, legislation, advisory material and procedures.
  • Relevant aircraft design, certification, or production experience in the aviation industry or a National Aviation Authority.
  • Experience in a project management environment with a demonstrated ability to manage, research, and resolve complex multi-disciplinary issues and implement effective solutions.
  • Ability to exercise sound judgement in the resolution of complex issues.
  • Ability to work effectively and achieve results within a professionally diverse and multi-disciplinary team.
  • Strong interpersonal verbal and written communication skills, including the ability to:

o  build and maintain stakeholder relationships.

o  manage complex relationships internal and external at various levels.

o  perform detailed research, coordinate and assimilate technical knowledge to develop effective solutions and present recommendations in a clear and concise manner.

Eligibility requirements

Employment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988. The following eligibility requirements apply to this position: 

  • Bachelor level tertiary qualifications in an aviation engineering discipline such as aeronautical/aerospace, avionics, mechanical, electrical, electronic or similar.
  • Eligibility for membership of Engineers Australia in the Professional Engineer occupational category.
  • At minimum, prospective CASA employees must undergo pre-employment screening. You must be willing to provide required information to successfully undergo a police record check.
  • Must be an Australian citizen or permanent resident.
