Primary objective
The Senior Contract Administrator is responsible for the oversight and management of contracts and projects in the Top End Region
to support the effective administration and achievement of regional priorities and objectives.
Key duties and responsibilities
1. Provide contract administration across grant funding agreements/contracts issued to providers across the Top End Region.
2. Determine, evaluate and report on the performance of service delivery and service providers in relation to meeting the specified
improvements in program outcomes.
3. Construct scope documents that have clear and appropriate milestones, goals, timeframes and budgets and provide regular
updates on the status of projects and initiatives.
4. Provide high-level advice to senior management regarding the planning, progress and delivery of projects to influence and
enable informed decision making.
5. Establish and maintain effective collaborative working arrangements across agency and with key stakeholders to ensure
delivery of projects.
6. Support negotiation of service level agreements with local governments, for-profit, and non-government providers where
applicable and contribute to the recommendation of services to meet the needs of children and families in Top End Region
7. Research and prepare funding proposals for new regional funding initiatives.
Selection criteria
Essential
1. Demonstrated contemporary experience in effectively monitoring multiple contracts with external providers, including
establishing and reporting against performance measures, demonstrated sound project management skills and program
evaluation experience.
2. Understanding and knowledge of the legislative, policy and administrative instruments that directly relate to procurement and
contract administration in the Northern Territory Government (NTG) or the ability to quickly acquire.
3. Well-developed strategic, conceptual, analytical and planning skills including the ability to exercise sound judgement based on
available information, assess priorities, and effectively manage tasks and resources to meet critical deadlines.
4. Highly developed oral and written communication skills to convey complex information, express ideas clearly, coherently and
articulately, and focus on key points using appropriate, unambiguous language.
5. Superior organisation skills with thorough attention to detail and the ability to prioritise workloads, reorganise work to reflect
changes in priority, set and maintain deadlines and work without supervision and as part of a team to achieve desired outcomes.
6. Sound understanding of contemporary issues that influence and impact on service delivery in the Northern Territory and
differences between urban and remote context, including Aboriginal and Torres Strait Islander culture.
Desirable
1. A relevant tertiary qualification in Business, Public Administration or Project Management.
