About the Assignment
This position is expected to provide Cost Control guidance to the DLE project during execution phase. This position is responsible for all cost control activities for the project, including budget management, cost estimate development, AFE management, forecasting, commitment tracking, contractor invoice verification, trends management, contingency management, cashflow, project, corporate and joint venture reporting and any other cost related activities.
Tasks include:
- Manage all project cost control activities in accordance with agreed procedures.
- Accurate and timely reporting of Value of Work Done (VOWD), actuals and accruals.
- Develop robust project cost forecast with regular detailed analysis and updates for project Estimate to Complete (ETC) and Estimate at Completion (EAC).
- Perform variance and trend analysis against budget, AFE, latest annual estimate and Estimate at Completion.
- Ensure early recognition and warning to stakeholders of adverse cost trends impacting agreed cost targets and budgets and assessing risks and opportunities that may impact the current forecast.
- Provide oversight of Contractor's work packages ensuring costs are monitored / reported in compliance with approved Contractor Project Controls Plan and invoices are properly validated.
- Review and challenge forecast and cost phasing reported by Contractors.
- Participate in meetings with Contractors and Project Leads, guiding the team in all cost related issues for their assigned packages.
- Manage the development and provide input in the annual corporate budget and liaise with Finance in review/rollup of annual corporate budget.
- Coordinate the preparation and updating Work Plan & Budget for submission to JV partners.
- Support the Purchase Requisition/Purchase Order Process
- Manage the allocation of growth allowances within each package, drawdown of contingency and generate drawdown curves.
- Provide cost inputs to reports (presentations, reports to management and stakeholders etc.) for both internal and external purposes.
- Conduct monthly Cost Forecast reviews with Project Leads and Project Director.
- Support development and enhancement of Prism cost system
- Manage Project Closeout in all matters relating to cost.
About You:
- Significant experience of cost engineering experience in major upstream capital projects with preferable experience in an offshore environment
- Demonstrated understanding of project services and project contracting/procurement disciplines and their relationships to cost engineering activities
- Knowledge and broad understanding of standard project progress measurement evaluation (EV, SPI, CPI)
- High level user of proprietary and custom computer software systems used for project management and Power BI
- Highly effective communication skills and ability to develop and present management reports at all levels, including presentations to management
- Analytical/technical skills with a practical approach to problem solving
- SAP experience in Energy or Mining Projects
Mandatory Tickets / Quals / Certs
- Qualification in a quantitative discipline such as Economics, Finance, Commerce, Engineering, or any other Applied Science.
