The TeamThe position of Senior Economic Analyst forms a part of the Policy and Strategy branch (PSB), within the Skills and Employment (SE) group. PSB leads the policy settings, performance monitoring and budget management for the Victorian Vocational Education and Training (VET) system. The branch influences and collaborates in policy design across the Department portfolios to achieve goals for all learners including cohorts of focus, using different system levers. PSB engages across the whole government to lead policy coordination for SE and contributes to strategic projects of the SE priority. PSB partners across jurisdictions to influence strong skills outcomes though a contemporary national VET system.The RoleReporting to the Manager, Expenditure, Forecasting, and System Settings, the Senior Economic Analyst is responsible for forecasting expenditure on training activity, advising on pricing and subsidy and waiver rate changes, and estimating the impact of policy changes on delivery and expenditure (to inform expenditure forecasting). This role provides insight on training activity and associated expenditure and is responsible for preparing submissions to Government to ensure the budget for training activity is sufficient to accommodate forecast demand.The key accountabilities of the role will include:
  • Undertake authoritative modelling and economic analysis and provide advice on policy settings to support the efficient and effective operation of the publicly funded training market.
  • Provide high level strategic advice with a long-term view that supports the government to future-proof key policy settings for the training and higher education sectors.
  • Prepare clear and well-structured written and verbal briefings on policy matters, ensuring information is communicated accurately and comprehensively.
  • Establish and maintain relationships with key stakeholders, including government agencies, industry partners, and advocacy groups, to ensure that policies align with diverse perspectives and interests.
  • Assist in policy coordination and development efforts related to strategic initiatives, fostering alignment with organisational objectives and regulatory requirements.
About YouIdeally you will have demonstrated understanding of complex economic and social issues, and experience in the delivery of policy development and quantitative analysis.
