Job description

The Team

The Payroll, Systems and Reporting (PSR) Section is part of the AEC People Branch, within the Enabling and Regulation Group. The PSR section is responsible for the provision of payroll related services, the maintenance and development of the Aurion HR management information system (HRMIS), and the Workforce Reporting and analytics to support informed workforce decision making. 

To supports these critical functions the PSR section provides expert advice regarding conditions of employment and the preparation and reconciliation of the fortnightly payroll, configures and maintains the Aurion HRMIS, and provides regular and ad-hoc workforce data and metrics to assist staff management and meet external legislated reporting requirements.

The Opportunities 

The PSR section has expected vacancies across the Payroll team, HR Systems team and the Workforce Reporting team. The PSR section is seeking to identify a merit list to fill vacancies. These opportunities will provide you with capability development in core Human Resources functions and processes and position you to assist the AEC in strategic planning and decision making.

Payroll team

The Senior Payroll Officer is responsible for the day-to-day processing of payroll transactions as well as assist the Payroll Services Team Leader with the distribution of work across the team. The Senior Payroll Officer will also undertake more complex payroll activities such as leave audits, calculation of over/underpayments, redundancy calculations, superannuation, calculation of leave liabilities and taxation queries, as well as assist with the delivery of high-quality payroll services and advice to the AEC using the agency’s HRMS, Aurion. This role reports to the Payroll Service Team Leader. 

Some of the key responsibilities include interpreting and providing advice to staff on salaries and related entitlements, leave and general conditions of service in line with the AEC Enterprise Agreement and related legislation, policies and procedures. You will process Superannuation Data Files and maintain records associated with payroll processing. While assisting the team members at lower classifications with development, building team capacity and encouraging career development.

HR Systems team

The HR Systems Advisor will be an experienced technical officer who enjoys working in a complex, fast paced and challenging environment. In this technical role you will be required to support your team in the delivery of the department in the management and operation of the HRMS, Aurion. 

Some of the key responsibilities include management of the HRMIS environment and issues at multiple complexities, including problem solving, issue resolution and testing in the UAT environment. Some general management of the department’s ITC infrastructure is also required, while experience in undertaking continuous improvement projects will also be an advantage in this role. 

In this role you will be assisting and guiding the training of stakeholders to ensure the proficiency in the use of the HRMS is maintained, while creating and maintaining system administration documentation and intranet articles, and technical support documentation as required. You will support AEC business areas and stakeholders in the management and use of the employee self-service (ESS) and provide support and mentor other team members when required.

Reporting Team

The Workforce Reporting Analyst role is responsible for workforce analytics and reporting for executives, senior managers and peers to enable informed decision making. By undertaking research and interpreting information you will identify emerging issues and risks to organisational capability and provide explanation and recommendations on appropriate solutions. You will provide accurate and timely workforce and establishments data and reports to support and inform data-driven decisions in the AEC using the agency’s HRMS, Aurion. 

This role undertakes analysis of moderate complexity and assist the team in the delivery of establishments reporting through consultation with relevant business areas on short-term and long-term establishments management and initiatives under the general direction of the Assistant Director. 

Some of the key position responsibilities include supporting projects, including developing plans, identifying, and coordinating resources to deliver programs and initiatives that meet organisational workforce analysis needs. 

You will undertake workforce analysis of moderate complexity and assist the team in the delivery of establishments reporting through consultation with relevant business areas on short-term and long-term establishments management and initiatives under the general direction of the Assistant Director. Developing strong client and team relationships to ensure analytics are effectively managed.

Payroll team

  • The ability to manage relationships and negotiate with customers in more complex matters, resolve escalated customer issues and refer these to appropriate service channels when necessary, including liaison with internal and external stakeholders to ensure positive customer outcomes.
  • Ability to make decisions within defined parameters and set new precedents based on sound subject matter knowledge and professional judgement.

HR Systems team

  • A high level of customer service through the delivery of outcomes on a variety of HRMS matters.
  • Knowledge of and understanding of a range of HR legislation, internal guidelines and policies as they relate to APS and AEC employment and conditions of service. 

Reporting Team

  • Ability to monitor and review programs and their implementation to prepare internal and external reports to inform management of performance and support decision making in relation to the workforce analysis function.
  • Demonstrated the ability to investigate and analyse data to identify errors and system issues and work with relevant areas including working with external providers.
