The Department of Health plays a critical role in the Victorian health system and is responsible for shaping it to meet the health needs of all Victorians. About the role: 

The Senior Program Officer position sits within the North East team in the Performance and Commissioning branch and leads work to monitor and improve the delivery and performance of acute mental health services within the West region of Victoria.  The Senior Program Officer will facilitate and strengthen relationships with area mental health services, including supporting transformational reforms in line with the Royal Commission into Victoria's Mental Health System.

You will be required to operate in a dynamic environment working collaboratively within and across teams to support commissioning, service system performance and improvement and quality and safety oversight activities of the current system within the region.

You may offer specialist skills in either health systems, analytics, government processes, stakeholder consultation, or program implementation. You will work closely with team members and other stakeholders to develop options and creative, implementable solutions. Suitable applicants will be able to demonstrate:

  • Lead the management of relationships, commissioning, service performance and interfaces with clinical mental health services in the West, specifically around performance, access, safety and quality of acute mental health and wellbeing services
  • Identify, monitor and develop appropriate responses to emerging service delivery issues through development of excellent working relationships with health services. 
  • Provide detailed advice, recommendations and program options and solutions to complex and sensitive issues. 
  • Actively support the development and delivery of Royal Commission recommendations and innovation in mental health service delivery and performance to improve safety, sustainability and outcomes.
  • Able to prepare complex briefs, letters, emails and reports using clear, concise and grammatically correct language and ensures that appropriate style and formats are used. 
  • Highly developed influencing and negotiation skills, with the ability to use direct and indirect influencing strategies to gain agreement to proposals and ideas and explores alternatives to gain agreement without foregoing key objectives
  • Proven ability to establish and maintain relationships with people at all levels and from different backgrounds and organisations. 
  • Highly developed skills in planning and managing risks and ensures the use of honest, transparent and appropriate purchasing processes.
  • Demonstrates high level of awareness of own strengths and areas needing development.
  • Demonstrated willingness to be flexible and adaptable to changing priorities with the ability to meet deadlines while working in pressured situations
  • Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures.
  • Demonstrate how the actions and outcomes of this role and work unit impact clients and the department's ability to deliver, or facilitate the delivery of, effective support and services. 
  • Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
