About the opportunity
We have an exciting permanent opportunity for a Senior Solicitor - Regulatory to join ESV's Legal & Procurement team within the Legal, Governance and Regulatory Policy Division.
You will contribute by:
- Contribute to and, if required, manage the legal aspects of the review of current regulatory instruments and draft ESV legislation, including acts, regulations, orders in council and codes of practice.
- Provide authoritative legal advice to senior management, working parties, ESV staff and committees established by ESV on general regulatory matters including:
- legal review of safety cases/safety management schemes.
- the interpretation and application of the energy safety laws and related legislation, regulations, standards and codes.
- exercising regulatory powers and administrative decision making.
- industry guidance material, particularly as it relates to the application of regulations and Standards.
- Brief external law firms and/or Counsel in relation to specific legal issues/advice, including preparation of briefing and source documents, leading conferences and briefing internal stakeholders on advice.
- Support regulatory projects, including coordinating and consulting with multi-disciplinary stakeholders, drafting and updating strategic plans, and monitoring/reporting on KPIs.
- Contribute to the development of guidelines, training and communication to support new legislation, regulations and codes of practice.
- Contribute to or manage the processing of infringement notices and attending to reporting requirements.
- Review and provide input in to ESV policy, strategy and submission documents as required.
- A strong regulatory law background, with relevant experience in an in-house role, preferably at a regulator and/or a law firm.
- Highly developed written and verbal communication skills including the ability to communicate complex legal advice in a practical and easily understood manner and to provide written and verbal briefings to ESV Senior Leaders and Executive Leaders in order to support decision-making.
- Well-developed interpersonal skills, including the ability to work in a multi-disciplinary team and with a range of stakeholders including ESV staff and members of the public.
- Well-developed analytical and problem-solving skills and the ability to provide authoritative advice on a range of legislation.
- Demonstrated ability to manage multiple tasks across a broad legal spectrum, include advanced planning skills and an ability to work effectively with limited supervision.
- Demonstrated experience in developing and supporting key regulatory projects, involving multi-disciplinary stakeholders.
- Knowledge of the process for the development and implementation of orders in council, new legislation and regulations.
