WA Primary Health Alliance is a not-for-profit organisation dedicated to enhancing healthcare services in Western Australia. Due to the nature of our funding and prescribed activities, we often operate in a dynamic and changeable environment. Adaptability and flexibility are therefore necessary to respond appropriately to changes as they occur. Our organization oversees the strategic commissioning functions of the Perth North, Perth South, and Country WA Primary Health Networks (PHNs), and collaborates with medical professionals, allied health experts, Area Health Services, and service providers to enhance the coordination of care for those at risk of poor health outcomes.

The role

The Senior Technical Business Analyst will perform deep technical and business analysis as part of the Digital Services team to deliver new and exciting digital capabilities. As a Senior Technical Business Analyst, you will need to be highly organised and consultative, combining high levels of analytical skills (in terms of information, processes, models, and frameworks), strong documentation skills (requirements, proposals & presentations, executive briefing notes, solution architecture artefacts) with astute people skills in order to engage technical & non-technical stakeholders and align solutions to business concerns and problems.

This role will be offered as an on-going position on a Full-time basis and offers the flexibility to work from home and office.

Key tasks and responsibilities includes but not limited to:

  • Translate captured requirements into actionable development briefs, including wireframes, data models, user stories, and process flows.
  • Work closely with developers and stakeholders to ensure technical solutions align with business objectives.
  • Contribute to solution architecture design activities by synthesizing information and evaluating different options.
  • Develop architecture and design artifacts such as requirements documents, solution design documents, architecture diagrams, and process flows.
  • Research and lead the adoption and development of new tools, methods, and processes.
  • Review and monitor architecture and design-related work to ensure compliance with agreed standards and guidelines.
  • Ensure all requirements and analysis outputs are documented and signed off by relevant stakeholders.
  • Prepare and deliver documentation, reports, and analysis within agreed timelines and quality standards.
  • Collaborate effectively with Planning and Architecture team members, WAPHA business users and the broader Digital Services team.
  • Demonstrate excellent interpersonal and communication skills to work with stakeholders at all levels.

About you

To be considered for this role, candidates must meet the following selection criteria:

Essential experience and education 

  • Tertiary degree in business, commerce, computer science, or equivalent discipline, or comparable industry certifications and qualifications (e.g. BABoK, IIBA CBDA, PBA, etc.)
  • Demonstrated high-level experience working for medium to large government or commercial organisations with solution design, business analysis, financial analysis, application frameworks or training;
  • Prior experience in at least one of business analysis, Technical Business analysis, financial analysis, or program evaluation
  • Prior experience and/or certification with an industry-standard project management methodology or framework (e.g. Agile, PRINCE2, PMBoK)
  • Demonstrated experience developing requirements and technical designs for digital solutions.
  • Demonstrated business analysis and project coordination skills, including scoping, effort estimation and scheduling.
  • Previous experience with Microsoft platforms and solutions such as Azure Cloud Services, Microsoft Dynamics 365, Entra ID, Power Platform and PowerBI (Preferred)
