Job description

SES Training provides quality assurance to ensure compliance against Vocational Education and Training legislation and the Australian Qualifications Framework for Registered Training Organisations (RTOs) when delivering nationally accredited and non-accredited training and assessment to staff and volunteers. The team is responsible for reviewing and developing quality SES training and development products, services and systems that provide a holistic and specialised approach to curriculum design and flexible learning materials that enable trainers and assessors to effectively deliver quality learning and development activities and meet SES operational capability requirements.
Reporting to the Manager, you will be responsible for providing high- level support and advice to SES staff and volunteer trainers throughout the state. You will achieve this by delivering and coordinating Trainer Development opportunities and contributing to the development, implementation and ongoing support to a SES Trainer Development Framework and flexible learning programs in line with organisational requirements, relevant legislation and the national standards for RTOs.

As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of Fire and Emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and Emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service (SES), and also supports other volunteer groups providing emergency response to Queenslanders.
QFES is one department with many services, many capabilities and many partners.
Purpose of the role

Key requirements
Mandatory requirements

  • Eligible to apply for, or hold a current valid Blue Card (from Blue Card Services).
  • Minimum C Class Driver's Licence (non-restricted).
Highly desirable requirements
  • Experience as a volunteer or within a volunteer environment.
  • Experience with the delivery of training and hold a Certificate IV in Training and Assessment qualification or can obtain the skill within a mutually agreed timeframe.
Special requirements
  • The incumbent will be appointed as a staff member of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award - State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday.
  • This role is also a designated SES uniformed position; therefore, it is expected the incumbent may possess and/or maintain the necessary skills/expertise or experience to be appointed as an Authorised Rescue Officer in accordance with section 148(2) of the Fire and Emergency Services Act 1990.
  • Capacity to work on night and weekends to suit an SES volunteer environment.
  • It is expected that the incumbent will participate in an out-of-hours on-call roster during emergency operations. This may require work outside of normal hours (e.g. night shift), including weekends, working extended hours and may include travel to rural and remote communities, intrastate or interstate travel as necessary and/or deployment activities to other parts of the state.
Your key accountabilities
Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:
  • Manage, evaluate and support state-based SES Trainer Development and assessment activities in line with organisational requirements, relevant legislation and the national standards for RTOs.
  • Conduct training needs analysis and develop staff and volunteer trainers to effectively deliver quality learning and development activities in compliance with Trainer Development and assurance frameworks.
  • Develop and maintain effective relationships with clients and stakeholders to enhance understanding, commitment to and achievement of emergency response objectives and best practice.
  • Contribute to organisational change management activities, relative to training initiatives to ensure staff and volunteer trainers have current knowledge of, and access to new courses and/or changes to existing programs.
  • Coordinate, manage and report on state-based training, assessment, professional development and moderation activities to gauge the effectiveness of training delivery and provide recommendation for continuous improvement.
  • Contribute to the development and review of operational development, and assessment policies, procedures and resources for the SES in line with operational requirements, industry best practice, competency-based training principles and the standards for RTO requirements.
  • Manage the SES operational development program and budget in accordance with approved planning requirements, and provide advice to senior management on issues that may impact the development or delivery of training programs.
  • Undertake and support SES operational duties during emergencies and disasters as necessary which may involve intra and interstate deployments including travel to rural and remote communities, at short notice and out of business hours.
