Where you’ll be working 
Activity Based Management (ABM) is made up of specialists in costing, funding, analytics, ABM applications and Stakeholder Engagement. The team has overarching responsibility to support the NSW public health system with advice, guidance, education and training in the application, strategic management and progression of activity based management. 

ABM's role in the application of activity based management across NSW Health is to:

  • Set costing standards and coordinate clinical costing submissions via the District and Network Return (DNR).
  • Determine the State Efficient Price for ABF hospitals and small rural hospitals.
  • Develop and maintain the ABM Portal and other ABM application tools, education materials and resources used by NSW Health stakeholders.,
  • Work in partnership with national bodies on the development of new and refined classifications and funding approaches.
  • Work with managers and clinicians to review clinical variation based on patient level costing data.

About the Role 
The Stakeholder Engagement Manager

  • Provide leadership and management in all aspects of Stakeholder Engagement on activity based funding activity streams, including acute, mental health, emergency, non-admitted, subacute and non-acute care.
  • Conduct ongoing analysis of activity based management data to inform strategic and operational decision making.
  • Collaboratively influence the implementation of activity based management approaches across the NSW health system that lead to better value care, improved health outcomes and informed strategic and operational decision making.
  • Lead and manage Stakeholder Engagement to relevant audiences on state and national health funding models and classifications.

Selection Criteria 

  1. Tertiary qualifications relevant to the role or equivalent experience.
  2. Demonstrated experience in growing, developing and sustaining strategic partnerships at a senior level, with the ability to clearly articulate organisation and strategic priorities.
  3. Demonstrated understanding of the NSW health system, activity based management, activity based funding, activity based costing, purchasing of health services, benchmarking and healthcare classifications.
  4. Demonstrated experience in development and implementation of policy relating to activity based management, NSW and Australian Government funding models.
  5. Experience with data systems used in NSW and an ability to provide high level analysis of data to guide innovative approaches to activity based management.
  6. Superior oral, written and negotiation skills, including the ability to write and review correspondence including briefs, reports, presentations and proposals, and in communicating complex and sensitive issues to stakeholders.
  7. Demonstrated experience in developing practical and innovative educational strategies and materials for a variety of audiences.
  8. Demonstrated project management qualifications or equivalent experience.

COVID-19 Vaccination Compliancy 
All NSW Health workers are required to have completed a primary course (2 doses) of a Therapeutic Goods Administration (TGA) approved or recognised COVID-19 vaccine (except for the Janssen COVID-19 vaccine which is approved by the TGA as a single dose primary course). New applicants must have completed the vaccination course prior to commencement with NSW Health, or provide an Australian Immunisation Register (AIR) Immunisation History Statement certifying the worker cannot have any approved COVID-19 vaccines available in NSW.

Acceptable proof of vaccination is the Australian Immunisation Register (AIR) Immunisation History Statement or AIR COVID-19 Digital Certificate. Booster doses are highly recommended for all health care workers who have completed the primary course of COVID-19 vaccinations.
