Job description

As Commercial & Procurement Manager, working with the Commonwealth Manager, you will be responsible for management of both customer and supplier contractual matters, and ensuring compliance to regulatory requirements, including import and export activities.

Key responsibilities will include:

  • Develop subcontract management processes and procedures for the Australian Line of Business, incorporating ASDEFCON Australian Industry Participation and Export control requirements.
  • Proactively keep up to date with the latest Supply Chain methodologies, industry standards, global potential supply risks.
  • Working with the other Maritime Line of Business Supply Chain Leads, identify and implement strategic procurement process improvements and introduce best practice procurement and supply chain management techniques.
  • Support the Supply Chain Manager to lead subcontractor and supplier source evaluations, undertake suppler risk assessments and develop supply mitigation strategies for project implementation.
  • Work with Bid and Proposal Teams and Supply Chain Manager to develop material supply plans and pricing, including required freight, duty and customs clearance requirements.
  • Assist Projects and the Commercial Teams with supplier contract negotiations and finalizing contract positions.
  • Confers with organization’s senior management to plan business objectives, to develop organization policies related to Supply Chain.
  • Ensure the appropriate and timely administration of all contracts, in particular the change and payment processes and develop productive relationships with third-party stakeholders.  Through reviews of business performance, pro-actively ensure that appropriate protective measures are taken should time or scope vary, or other deviations from agreed terms occur.
  • Ensure that commercial and procurement risks are identified and communicated and that management plans are agreed and understood across business functions.  Manage commercial risks and opportunities through regular reviews; identify and initiate appropriate business responses.
  • Provide support to the Supply Chain Manager (as required) who is responsible for day-to-day purchasing activities.
  • Represents the company in external negotiations with responsibility to develop and maintain effective working relationships with customer and vendor counterparts.
  • Post-award action includes issuing purchase order awards, handling purchasing management related issues, and supporting indirect procurement activity.
  • Ensure compliance with Commercial Policies/Governance requirements and strategy.
  • Provide advice to business unit on local requirements to comply with import/export regulations (e.g. ITAR, Australian Export Control) in accordance with corporate or line of business governance.
  • Act as the local relationship manager for all major subcontractors.
  • Ensure compliance with the Ultra Group Operating Manual and Group Policies, applicable laws and regulations.
  • Some working outside of core business hours will be required.

Key Competency Requirements:

  • Bachelor's degree in business, Finance, Accounting or equivalent degree.
  • Experience working with Australian DoD and associated program offices.
  • Knowledge of planning and inventory management methodologies, approaches and strategies to optimize supply chain value.

Personal Attributes:

  • Strong operational management skills (e.g., knowledge of various Supply Chain tools, methods and approaches; determine correct acquisition method).
  • Ability to lead complex international supply chain sourcing and procurement activities (e.g., supplier qualification and management; contract formulation and negotiation; etc.).
  • Strong management skills with ability to implement and execute change management.
  • Demonstrates persistence and overcomes obstacles with a sense of urgency.
  • Sound cognitive processing to deliver solid decisions.
  • Willing to embrace and lead change and able to identify opportunities for continuous development.
  • Demonstrated ability to work collaboratively and professionally across functional teams to achieve goals.
  • Works within the highest level of integrity and safety.
  • Demonstrates behaviours that align with and promote company’s values.

Experience:

  • 5-10 years of experience in contract and subcontract management ideally within a Defence, aerospace or security environment.
