The Role

The APS 6 Technical Career and Mastery School Manager is responsible for managing a Navy team, supported by an industry partner, in the delivery of Navy training outcomes. The position manages training that leverages Nationally Recognised Training from the VET sector and Navy specific short courses.

The position is accountable under limited direction to perform and achieve complex learning delivery within an integrated workforce (Navy, APS and multiple outsourced service providers). They will provide detailed learning and development technical and professional advice in relation to complex work and contribute to strategic planning, program management and policy development.

The Manager is accountable under limited direction to plan, lead and manage a range of resources and exercise the associated people and financial responsibilities to achieve business outcomes. They will manage diverse and dispersed teams, demonstrating strong leadership and stakeholder engagement skills.

About our Team

The APS 6 Technical Career and Mastery School Manager will lead a team of Navy members to ensure the delivery of an annual Directed Training Requirement of approximately 500 Navy sailor students. The Navy training unit is the primary source of Technical Mastery and career progression training at the Intermediate and advanced mastery levels for four Critical Navy technical sailor workgroups, directly supporting Navy retention and growth initiatives. 

The training consists of twenty separate courses delivering nine Nationally Recognised Training trade aligned qualifications. Training delivery is primarily out-sourced under contract by a program management team supported by state-based partner Registered Training Organisations (RTO). This training is almost exclusively delivered outside of Defence bases across multiple locations in at least five Australian states and territories.

Future continuous improvement projects being investigated include opportunities to expand the team to include direct or indirect Navy technical sailor instructors to support improvements in Navy specific short course delivery.

Our Ideal Candidate

Our ideal candidate will have demonstrated experience in managing training in the Vocational Education and Training (VET) sector. You will be able to lead and manage the team responsible for primarily delivery and limited evaluation of learning and development products and services to support the achievement of Defence objectives. You will be a key contributor and support the collection and analysis of information and providing advice to other key stakeholders in their responsibilities for analysis, design and development.

You will be experienced in setting leadership and strategic direction on learning and development activities and be the conduit between senior management, providers and students. Our ideal candidate will be able to apply expert advice to influence business decisions using knowledge of learning and development products, services, policies and systems. You will actively engage and influence stakeholders to shape and implement learning and development strategy and policy.

Most importantly, you will be able to build and sustain effective relationships and networks with internal and external stakeholders to achieve business outcomes and resolve problems.
