Community Housing Central Australia (CHCA) is an Aboriginal controlled, not-for-profit, registered community-housing provider in Alice Springs. CHCA manages over 450 properties across the Town Camps and urban areas of Alice Springs, providing social, affordable and transitional housing to lower income households.
CHCA are not a Specialist Support Service but deliver services as a supportive landlord.
Position Summary
The 34 South Terrace Transitional Housing Program (the Program) aims to reduce homelessness and enhance the capacity and skills of residents by providing transitional housing for a period of up to 18 months. The Tenancy Case Manager will work with residents to identify issues and barriers than may be affecting their ability to sustain their tenancy and to successfully transition to longer term housing.
The focus of the Program is to enhance independence and tenancy skills so that residents are in a strong position to secure appropriate affordable housing at the end of the Program.
The approach taken will be delivered through capacity building and empowerment, utilising a strengths-based approach and encourage self-determination and resilience.
The target groups for the Program are:
a. Single older women; and
b. Single Parents with young families (up to two children).
c. Parents (couples) with young families (up to two children).
The Program is not a specialist Children’s Service provider but the Tenancy Case Manager may refer families to Children’s Service providers as required (e.g., Education and Health).
The Tenancy Case Manager’s role is to work alongside residents to identify the barriers to sustaining their current tenancy and enhancing their skills through a strengths-based approach with a focus on achieving a successful transition to a longer-term accommodation at the end of the Program.
Consistent with the above the Tenancy Case Manager coordinates Tenancy Case Management Plans, as outlined in the South Terrace Program Manual.
Key Duties
Working alongside the Community Housing Officer, the key duties for the position include:
• Assisting residents to fully understand their rights and obligations of their Residential Tenancy Agreement including any translation services required.
• Working with residents to develop a Tenancy Case Management Plan to support their tenancy in the program and successful transition to independent tenancy at the end of the program.
• Working with residents to identify solutions for visitor management and other neighbour or anti-social behaviour issues.
• Provide practical assistance in ensuring residents identify maintenance and repairs issues and how to report these appropriately.
• Guiding residents on achieving a successful house inspection.
• Work with the residents to identify their longer-term housing goals and Program exit options and develop and monitor progress against these as prescribed in their Plan.
• Induct new residents into the Program including the development of their Plan to maximise successful tenancy outcomes and opportunities and future Program transition.
• Connecting residents into Financial Counselling Services (as appropriate) for assistance with budgeting, the maximisation of their household income and management of expenditure.
• Referrals to external specialist agencies as identified with the residents in their Plan as a barrier to the sustainment of their tenancy (e.g. Mental Health Services, Drug and Alcohol Services, Domestic and Family Violence, Adult and child education and other child services as appropriate). The Plan will form part of a wider Case Coordination Stakeholder Group facilitated by the Community and Support Coordinator.
• Working in collaboration with Tangentyere Women’s Family Safety Group (TWFSG) and other agencies, encourage on site activities in the Community Space.
• Encourage residents to participate in Tenancy Skills training modules as evidence of achievement.
• Record outcomes for the Program in line with the CHCA reporting requirements and the NT Government’s Social Outcomes Framework.
Relationship Management
Working with residents – provide culturally safe service to participants, ensuring they understand their responsibilities under the RTA;
b. Work with external stakeholders - Develop strong relationships with key external stakeholders including other service providers, community service workers, government;
c. Working internally - Develop strong internal relationships, actively participate, contribute to and support the best outcomes for the Program, participate in CHCA staff engagements and meetings, offer support to other CHCA staff members when necessary.
d. Collaborate with Tangentyere Women’s Family Safety Group (TWFSG) for their delivery of on-site activities with residents;
Key Selection Criteria
1.Cultural Awareness - An awareness, understanding and sensitivity to Aboriginal culture and law in the Alice Spring context, and the ability and experience to communicate effectively with Aboriginal people
2. Work Experience – Demonstrated work experience in tenancy sustainment case management or housing support, community housing, or related community services roles
3. People Skills – Demonstrated ability to effectively communicate and work with people and stakeholders from different backgrounds and life experiences, and with limited English or English as a second language.
4. Time Management Skills - Demonstrated time management skills and ability to priorities and meet a demanding workload
5. Administrative Skills - Demonstrated data entry, reporting and administrative skills
6. Problem Solving - Demonstrated problem solving skills and analytical abilities
7. Computer Skills – Experience with Microsoft Word, Excel and email functions.
