This new position will provide support to Council’s utility portfolios in efficient spend, supply arrangement, demand, usage behaviour and sustainability as Council progress to net zero emissions through the provision of data analytics, trends, insights and recommendations.
The successful incumbent will support the organisation to implement strategies to optimise energy usage, renewable sources and energy-related emissions as a participating stakeholder in Council’s internal energy working group.
Further, the position will analyse and validate utility data, including energy and water bills, consumption patterns and solar generation to identify future trends, areas for improvement and renewable energy requirements.

As the Utilities Analyst, you will have advanced financial modelling skills to develop complex feasibility models in line with industry and Government funding agency requirements.
You will have an understanding of business intelligence such as Power BI to develop dashboards and visualisation tools that can present complex trends and insights in a succinct manner.
Furthermore, but not limited to, you will demonstrate a high level of capability in analysing large and complex data sets in Excel, IoT and other databases.
The position's focus will be:
- Support the organisation to implement strategies to optimise energy usage, renewable sources and energy-related emissions as a participating stakeholder in Council’s internal energy working group.
- Analyse and validate utility data, including energy and water bills, consumption patterns and solar generation to identify future trends, areas for improvement and renewable energy requirements.
- Investigate and troubleshoot issues regarding energy and water billing.
- Provide recommendations on effective metering arrays and rationalisation of service connections.
- Perform financial modelling analysis to evaluate new project feasibilities, including solar and other alternative renewable energy sources.
- Identify savings opportunities and make recommendations to optimise energy sources, demand and consumption across facilities.
- Develop fit-for-purpose systems and reporting suite for consumption and renewable energy monitoring through leverage of existing billing data, emissions data, building management systems.
- Work collaboratively across a team in gathering and compiling data for energy related sustainability reporting, including dashboards and variance reporting, highlighting achievements in energy/water savings.
- Maintain a thorough understanding of Council’s utility contracts in comparison to market trends, rate structures, incentives, and rebate programs to ensure contractual value-for-money is achieved.
- Contribute to the development and variance analysis of utility budgets.
- Establish metrics and procedures for transparent on-charging of utilities to tenants, customers and event organisers.
- Collaborate with facility operators and other relevant stakeholders to understand drivers behind utility usage.
- Build effective relationships with energy providers, distributors and authorities.
