 supports a diverse region extending from Townsville to the Burdekin and Whitsunday regions in the South, North to Ingham and Halifax, South-West to Winton, and West to the border with the Northern Territory, encompassing Mount Isa and several small, isolated western towns and east to Palm Island.

Townsville Catholic Education is currently seeking a WHS & Rehabilitation and Return to Work Adviser for a Full Time, Permanent position commencing as soon as practicable. 

About the role

The WHS & Rehabilitation and Return to Work Advisor role acts as a subject matter expert to key internal and external stakeholders and works proactively and collaboratively to identify, assess, and advise on a broad range of matters relevant to the achievement of a safety culture in TCEO's Catholic Education context, establishing best-practice methods and processes, including processes for assessing risk, early intervention and case-managing the return-to-work journey for affected staff. 

The WHS & Rehabilitation and Return to Work Adviser role has two key purposes:

  1. The coordination of Townsville Catholic Education Office’s (TCEO) practices, policies, processes and guidelines in relation to workplace rehabilitation and return to work; and, 
  1. The provision of accurate and timely WHS advice, guidance and support to all schools and their leadership teams along with TCEO managers, through frequent on-site assessment and visitations.

Key Accountabilities

Performance Responsibilities:

  • Ensure appropriate systems and processes are identified and implemented to close identified WHS gaps.
  • Ensure WHS & RTW records are updated and maintained in the injury management database, allowing TCEO to have full transparency over WHS and the return to workplace process
  • Work collaboratively with workplaces, leadership teams and staff to maintain drive and focus on proactively managing workplace health and safety and promoting a best practice safety culture
  • Actively ensure mitigation of WHS related risk by communicating information pertinent to the overall state of health and safety effectively and transparently to the HR Education Partner (WHS), and relevant members of the leadership team.
  • Review incident reports ensuring each incident is resolved in collaboration with the relevant manager through thorough timely investigation, risk assessment, implementation of controls and follow-up with the incident reporter.
  • Work with schools to review safety inspections and ensure identified hazards and unsafe or unsatisfactory workplace health and safety practices are appropriately risk assessed and controls implemented.
  • Use a multi-disciplinary case management approach to oversee the rehabilitation and return to work process for TCE staff, ensuring ongoing communication is maintained between all stakeholders and positive workplace rehabilitation outcomes are achieved.
  • Develop, implement, maintain, and improve enterprise-wide processes to enable effective rehabilitation management and return to work initiatives across TCE that serve the best interests of both the injured worker and TCE.
  • Proactively coordinate TCE’s response to common law injury claims ensuring the best interests of TCE through effective collaboration with third parties and through the provision of advice and recommendations to the leadership team to inform commercially sound decision making.
  • Liaise with and influence stakeholders across TCE to ensure adherence to enterprise policies, procedures and guidelines, Industrial Agreements and all relevant legislation and national standards with regard to workplace rehabilitation and return to work activities
  • Provide advice, guidance and oversight of the WHS Administrator with respect to injury case management.
  • Develop and deliver a training program across TCE to support the delivery of workplace rehabilitation and return to work best practice.
  • Continuously monitor relevant data to identify trends and opportunities for improvement and provide regular reports and advice to the HR Education Partner (WHS), TCEO and school leaders (as appropriate) to foster a holistic understanding of the health, safety and wellbeing of TCE staff and to inform effective intervention to support positive wellbeing outcomes.

Mandatory Criteria

  • Certificate IV in Workplace Health & Safety
  • Certification as a Rehabilitation and Return to Work Coordinator (desirable)
  • Current Working with Children Suitability Card - The successful candidate will require a paid Blue Card before commencement as per the No Card, No Start policy developed by Queensland Government
  • Relevant tertiary qualification and/or relevant Cert IV/Diploma accreditation plus commensurate experience
  • Current Driver’s Licence
  • Ability to travel from time to time within the Catholic Diocese of Townsville
  • Ability to perform the physical requirements of the role in a safe manner.

Desirable Criteria

  • Demonstrated sensitivity to and understanding of the diverse backgrounds and cultures represented in the TCE workforce and school communities.

Some employees may be subject to pre-employment medical assessments during the selection process. Depending on the nature of the position, it may be necessary for successful applicants to be immunised against certain preventable diseases in order to minimise the risk of transmission.
