Stellar is proud to be partnering with Queensland Hydro, a publicly owned entity established by the Queensland Government to design, deliver, operate and maintain long duration pumped hydro energy storage assets that will be the cornerstone for the transformation of the state’s energy system.
 
The position will primarily focus on the Borumba Project, A Mega Pumped Hydro project which is set to be one of the largest and most innovative in the industry, aiming to provide clean, reliable energy for generations to come. We are looking for a dedicated Workforce Development lead who is responsible for the development and implementation of the Queensland Hydro Workforce Development strategy.  .
 
Key Responsibilities:

  • Identify strategic and operational workforce opportunities and risks, and develop the Workforce Development Plan, and the initiatives to address the challenges and maximise the opportunities.
  • Ensure plan aligns to targets, requirements, and commitments under Queensland Government policies for Workforce Development and training, and workforce best practice.
  • Engage key stakeholders within Queensland Hydro, the delivery partners, and key external stakeholders in the development of a collaborative framework that best serves the needs of the project.
  • Lead the gathering, analysis, and utilisation of local, state and national workforce market intelligence, and inform the development of capacity building strategies for employers and delivery partners, through the JSIP supplier development program.
  • Provide analytical and strategic insight on market conditions for the Industry Engagement Team, the Stakeholder Engagement Team, and the Executive Leadership Team.
  •  Prepare regular reports.
  • Assist delivery partners to develop strategies to recruit, train and attract people for their workforce, including from diverse groups, and specifically from Traditional Owners and First Nations people.
  • Design and implement digitally led strategies including the identification, procurement and implementation of the platforms required to deliver to the plan.
  • Connect delivery partners with the department's programs including grants and initiatives, Queensland and Australian Government programs and incentives.
  • Contribute to the development and delivery of the JSIPP strategy and supporting plans, policies, and associated initiatives across Queensland Hydro to align with company values, objectives, and desire for industry best practice.
  • Collaborate with cross-functional teams to integrate workforce strategy into procurement and tendering processes and decision-making to ensure reporting on key workforce metrics identify opportunities for continuous improvement.
  • Engage and communicate with potential Local, Queensland, Australian and International contractors, suppliers, and manufacturers (using various engagement and communication medium) to raise their awareness of the importance of delivering a Workforce Development outcome as a delivery partner.
  • Lead and monitor Workforce Development activities undertaken by Queensland Hydro and its delivery partners for compliance and performance to ensure alignment with objectives and statutory requirements.
Qualifications:
  • Degree level qualification in Business, Commerce, Management, or equivalent qualification combined with significant experience in a Workforce Development or recruitment management role.
  • Australian driver license (C-class motor vehicle).
  • Minimum 5 years’ experience in the field of Workforce Development, training, recruitment, social inclusion or significant resourcing strategies.
  • Experience in major project operating environments and leading teams to deliver employment outcomes commensurate with the size of the investment and expectations.
  • Experience working with employment service providers such as Construction Skills Queensland (CSQ), Energy Skills Queensland (ESQ), Manufacturing Skills Queensland (MSQ), TAFE Queensland, Workforce Australia, universities, government and regulatory bodies, and a working knowledge of local employment markets.
  • Demonstrated ability to co-ordinate funding and investment from projects, government and industry into value returns in training and employment outcomes for people.
  • Clear and concise oral and written communications skills and the ability to communicate effectively with internal and external stakeholders.
  • Demonstrable high standard and proficiency of presentation and report writing skills, and ability to develop content and messaging to engage and persuade a variety of audiences.
  • High level proficiency utilising Microsoft Office products and appropriate engagement tools and systems.
  • Proven ability to work in multi-disciplinary teams.
