The Offshore Strategy Branch is responsible for providing policy and advice to Government to support the safe and responsible regulation of Australia's offshore oil and gas resources. They are responsible for overseeing the regulatory regime for environment and safety policy, decommissioning, regulatory reform and offshore strategic policy.
The Regulatory Reform Team is responsible for the regulatory framework that underpins the offshore resources sector to ensure activities are done safely and in an environmentally responsible way. The regulatory framework encompasses the Offshore Petroleum and Greenhouse Gas Storage Act 2006 and the regulations that are made under that Act.
The Regulatory Reform Team develops legislation and regulations, and amendments to legislation and regulations, to reflect Government policy on offshore petroleum and greenhouse gas activities, including environmental management, occupational health and safety and decommissioning.
The team also manages complex, cross-cutting legal issues for the Offshore Strategy Branch.
About the Role
The Regulatory Reform team is looking for two Legal Policy Officers (one APS6 and one EL1) to work on legislation development and cross-cutting legal issues. We are looking for candidates who would either like a non-ongoing position for 12 months (with the possibility of extension for a further period of up to 6 months) or a permanent or temporary S 26 transfer if they are an existing APS employee.
The work to be undertaken by both Legal Policy Officers will include:
- working closely with policy teams to understand the policy underpinning proposed legislative reforms
- preparing drafting instructions, reviewing draft legislation, coordinating internal and external consultation on draft legislation and writing explanatory materials and supporting documents for bills and regulations
- managing delivery timeframes for legislation projects
- preparing requests for legal advice on draft legislation
- writing briefings as required, including to the Minister and Senior Executive Staff
- assist the department on any other ad-hoc policy, legal and regulatory reform work.
Our ideal EL1 Legal Policy Officer will have:
- substantial experience in legislation development (including preparing drafting instructions and reviewing draft legislation)
- a strong legal background and ability to interpret legislation
- excellent written and verbal communication skills
- well-developed analytical, problem solving and policy development skills
- strong relationship building skills along with experience in working and communicating with different types of stakeholders (across government, regulators, industry/the private sector and communities)
- an understanding or capacity to understand issues and trends that may affect the resources sector, and/or the team's work objectives
- a proven ability to work collaboratively and effectively in a team with minimal direction
- a capacity to work effectively across multiple priorities and demonstrate sound judgement.
