Job DetailsJob Title: Assistant Director, Assets and AccountingEmployment Type: OngoingClassification: Parliamentary Executive Level 1Closing Date: 11:30pm AEDT, 4 April 2024Contact: Jason Chow, 0262779253, jason.chow@aph.gov.auThe OpportunityThe Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Executive Level 1 Assistant Director, Assets and Accounting within Finance Branch.DPS supports the functioning of Australia's Parliament and the work of parliamentarians through professional services, advice and facilities. We are looking for an enthusiastic and highly committed individual to join the Financial Services Team within the Finance Branch. As part of a small team, you will report directly to the Director Financial Services, primarily responsible for managing the accounting and reporting requirements relating to non-financial assets including the ongoing development, implementation, and maintenance of the department's fixed asset register.To be successful in this role you will have strong communication, collaboration and influencing skills, and high level of attention to details.Who we are looking for someone who:
  • Experience in communicating effectively in accounting and/or other relevant areas,
  • Experience in undertaking high level analytical and problem-solving work with a high level of complexity and sensitivity,
  • Experience in developing and maintaining key stakeholder relationships,
  • Proven ability to contribute to a positive work culture,
  • Knowledge of legislative frameworks, accounting standards and Government process,
  • Experience with SAP and management of ICT assets in ServiceNow, and
  • Minimum of 10 years' experience in the accounting field, and CA or CPA qualified.
Job Specific Requirements:
  • The successful applicant will be required to obtain and maintain a Baseline Vetting (Protected/Restricted) security clearance.

Branch: Finance Branch
Immediate supervisor: Director, Financial ServicesUnder limited/general direction undertake duties in accordance with the agreed standards for the Parliamentary Executive Level 1 classification. The duties will include, but are not limited to, the following:
  • Manage the asset accounting team, including ICT, in the development, implementation and ongoing maintenance of the department's fixed asset register.
  • Manage the accounting and reporting requirements relating to non-financial assets; and manage relevant activities relating to the asset management plan which includes maintaining asset policies and procedures, managing assets under construction balances, and managing the asset valuation program and stocktake framework.
  • Work collaboratively with relevant teams across the organisation to manage consistency between the fixed asset register and other asset management systems as part of the department's asset management operations.
  • Prepare technical asset and financial accounting policy papers.
  • Initiate and implement business process improvement initiatives relating to asset accounting and management.
  • Provide leadership and manage staff including developing, coaching and mentoring.
  • Other as hoc tasks as required and cross train with the Assistant Director, Financial Services.

  • Australian citizenship - to be eligible for employment with DPS, applicants must be an Australian Citizen.
  • Security clearance and character clearance - the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
  • Health assessment - a pre-employment health assessment will be required where there are physical or medical requirements for the role.
