Immigration | Citizenship & Multicultural Affairs | Community Engagement | Community Liaison
The Community Liaison Network is part of the Immigration Group in the Department of Home Affairs.
The network supports an inclusive multicultural Australia by enhancing the Australian Government's understanding of communities, informing policy and programs, and empowering communities to access Government information and services.
The Network has responsibility for driving a greater level of community and stakeholder engagement to:
- Inform, influence and engender support for departmental policy, programmes and initiatives
- Advance Departmental understanding of issues that progress or constrain policy or programme outcomes; and
- Support community capacity building activities to give effect to government priorities.
Through open dialogue, community views are incorporated into policy development, planning, decision-making and service delivery.
Officers in the network work across Australia in five regions, each led by a Regional Director.
Our ideal candidate
The EL1 Assistant Director Community Engagement (ADCET) leads and mentors a small team of Community Liaison Officers (CLO's)reporting up to the Regional Director to deliver the key priorities of building trusted relationships with community leaders, promoting the Government's multicultural and integration policies and providing informed feedback to the Department and Government on community sentiment.
The ADCET oversees engagement with communities and stakeholders within their region on matters pertaining to the Home Affairs Portfolio in accordance with the strategic priorities of the Department. The role operates on the understanding that trust-building, provision of information, an open dialogue and establishing respect between the community and the Department enables the delivery of Departmental outcomes, which contributes to a safe, prosperous and socially cohesive Australia.
The ADCET also operates as part of a broader national team to review processes and procedures to maximise productivity and quality within their team. They are responsible for staff capability development and performance management. The ADCET reviews reports, briefings and other assessments developed by their team, and contributes to their preparation as required.
This position provides high-level operational advice and support to the Regional Director on a range of complex stakeholder issues, and manages governance and reporting activities for their team.
The ADCET is required to attend some after-hours appointments with community leaders, attend community events and undertake regional visits. They are required to be abreast of the Department's structure and major policy and program changes to manage the information flow to and from community groups and other stakeholders.

Duties and responsibilities
- Support the Regional Director and/or the Director Strategic Engagement in their role as regional 'Representative' for the Department as required
- Lead a team to initiate, build and strategically maintain effective relationships with stakeholders to support business objectives
- Lead capability development and performance management within the team
- Respond to complex and/or sensitive enquiries and troubleshoot issues
- Liaise with relevant business areas to seek input into responses to enquiries and representations to coordinate, draft and oversee responses to correspondence, reporting and/or other high-level documents
- Coordinate and facilitate seminars, meetings, information sessions and/or training
- Undertake research under limited direction, present results to senior staff and apply relevant problem solving strategies where necessary
- Develop high quality written reports on engagements and develop staff capacity to do same
- Develop and maintain comprehensive knowledge of key multicultural communities and stakeholders
- Identify resources available to support multicultural communities
- Maintain a high-level understanding of the broader departmental environment
- Manage governance and reporting activities for their team
- Provide direction, support and constructive feedback to team members, and identify and lead staff capability development and wellbeing initiatives
- Review and improve business processes to maximise productivity and quality within their own team and the entire CLO Network.
Additional information
Mandatory requirements:
- Ability to undertake some work outside of standard hours including weeknights and weekends
- Previous experience working in a leadership role.
Highly desirable:
- Proficiency in one or more community languages
- Relevant National Accreditation Authority for Translators and Interpreters (NAATI) qualification(s).
- Ability to undertake domestic travel for work
- A current Driver's licence and willingness to drive own vehicle for work to metropolitan and regional locations.

Eligibility
To be eligible for the position you must be an Australian Citizen.
The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance and an Employment Suitability Clearance (ESC).
