The agency manages and maintains several whole of government business systems, maintains technology infrastructure and undertakes research and analysis to support strategic policy advice on current and emerging ICT and digital policy issues and initiatives
Role Description:
The Assistant Director, IT Asset Policy is pivotal in ensuring ACT Government is able to effectively manage it's IT Assets; developing and leading the use of an Asset policy framework for proactive strategy, planning, operations and evaluation.
This includes delivering high quality and innovative policy/strategic products to support the ACT’s ICT Asset management strategy and practical needs - reflecting best practice and ensuring the provision of advice to senior management across ACT government.
Responsibilities:
- Produce high quality policy advice and analysis on complex strategic policy and ICT Asset Management issues; integrating best practice governance frameworks and complex compliance requirements.
- Contribute to project leadership to deliver multiple, time critical reform projects - including responsibility for driving the development of new policy initiatives under limited direction.
- Act as a consultant and SME to staff, the Executive, the broader ACT Government and key stakeholders - providing sound professional advice on questions of Asset policy
- Develop and maintain strong and effective working relationships with internal and external stakeholders.
- Ensure that policies, procedures and strategies relating to Asset Management are in alignment with the agency's overall strategic and operational framework
- Demonstrated ability to undertake high level research, independent strategic thinking and analytical skills of policy matters and the ability to interpret legislation, regulations and other guideline materials; including the ability to provide accurate advice
- Demonstrated ability to design and deliver significant policy outcomes; including the ability to plan for the policy, gather and analyse information, conduct effective stakeholder consultations, prepare briefings, refine policy direction, draft policy documentation and the ability to promote and implement policy
- Demonstrated experience in drafting written communications - including reports, submissions, complex correspondence and policy and related documentation
- Understanding of key conceptual frameworks required for strategic policy development, such as the role of systems thinking in policy problem definition and solution design, Theory of Change approaches, and high level evaluation frameworks
- Experience in ICT Asset Management preferred
- Excellent research and analytical skills
- Have a detailed understanding of government processes
- High order communication, stakeholder engagement, organisational and collaboration skills.
