Summary


The Solidarity Center seeks a consultant to provide short-term technical assistance in grants/awards management and compliance for its Department of Program Quality, Learning, and Compliance (PQLC). This department provides cradle-to grave administration of the organization's government awards (assistance), supporting programs worldwide through its three areas of expertise: proposal development; award management and compliance; and monitoring evaluation and learning (MEL). The work requires experience administering Federal awards, preferably USAID, DOS and DOL, as well as NED; a deep understanding of Federal regulations and agency requirements; and excellent editing, writing and communication skills with a sharp focus on details. An understanding of democracy, rights and civil society programming is highly preferred.

Key Responsibilities


  • Collaborate and interact regularly with program teams to ensure compliance with award terms and conditions, and coordinate with PQLC staff (Sr Finance
    Specialists and MEL Specialists) on award administration issues
  • Provide analytical and risk mitigation problem-solving support and guidance to program staff on project troubleshooting, including prior approval, procurement,
    reprogramming/project revision or extension requirements, and on donor regulations and award-specific requirements
  • Edit proposals and narrative reports for clarity, grammar and flow, raising questions if language is not clear or requires additional explanation, and review language to
    ensure it is appropriate for public view as the reports are subject to FOIA through the donor agencies
  • Track, review and edit project deliverables, including workplans, logic models and MEL plans, for clarity, grammar and professionalism, and ensure compliance with
    donor requirements
  • Review award agreements and modifications, draft negotiation communication, and offer recommendations for the development of systems/procedures to ensure
    compliance with any award-specific requirements
  • Establish/maintain electronic PQLC files for assigned tasks/projects
  • Recommend efficiencies in tracking grants administration work
  • Other tasks associated with award management and compliance, as assigned

Requirements


  • Minimum of 5 years of award management and compliance experience with international organizations, administering multi-million-dollar and/or multi-regional
    awards from Federal agencies, preferably DOS/DRL, USAID, DOL, as well as NED
  • Familiarity with democracy, rights and civil society sector, with knowledge of labor/social justice programs preferred
  • Master’s degree in International Affairs, Nonprofit Management, Public Administration or a related field preferred
  • Technical expertise in federal award management, with demonstrated ability to interpret and apply 2 CFR 200 to complex situations, specifically the cost principles
    (e.g., allowability and allocability), procurement standards, revision of budget and program plans, including prior approvals
  • Knowledge of MEL concepts and practices
  • Fluency in English (written and verbal)
  • Strong grammar and written communication skills, including experience editing or writing proposals, reports or other technical documents for clarity, grammar, flow and
    professionalism
  • Strong organizational skills and ability to prioritize and work on multiple tasks under tight deadlines with competing priorities
  • Strong computer software skills (MS Office Suite)
  • Legally authorized to provide services in the United States
