Job description

The Garvan Operations Team is part of the Operations Department that encompasses Building Services, Scientific Services and Infrastructure Groups. The Operations Team is responsible for all building plant and electrical systems associated with the functioning of the buildings as well as selected scientific research equipment. These include building systems such as chilled water plants, steam generating plants, HW plant, compressed air, medical gas transmission, vacuum plant, automatic transfer to generator systems, and electrical transmission systems.

THE OPPORTUNITY

The Building Operations Supervisor supports the Building Operations Manager and Chief Operating Officer in establishing a strategy to deliver the space needs as required by the Institute’s Strategic Plan.

The Building Operations Supervisor is responsible for assisting in the development of strategic accommodation solutions for the Institute, identifying space issues, managing routine space planning projects, providing advice on space issues, contributing to strategic space planning policies and frameworks and managing the currency of space documentation and systems.

Salary: Up to $120,000 + 11% super + salary packaging (dependent on experience)

Employment Type: Full time permanent

WHAT YOU WILL DO

The key responsibilities include:

Asset Management

  • Monitoring of existing tradespersons and contractor compliance
  • Scheduling of maintenance and providing timely responses to repairs, replacement and maintenance of structural assets and equipment
  • Oversee aspects of asset management in consultation with the Building Operations Manager across the Garvan precinct
  • Liaising with internal and external stakeholders including precinct partners to ensure the team is providing appropriate, effective and timely services and that strategies and protocols and processes throughout the Institute and team ensuring accountability, performance, knowledge and responsibilities are upheld
  • Provide support with sourcing, negotiating, reviewing and on-boarding specialist contractors to support the management, maintenance and operation of a complex medical research facility’s critical infrastructure.
  • Liaising with the Building Operations Manager regarding the services provided by these external agencies and assisting in trouble shooting and complaint management.
  • Contribute to the development of the Institute’s Infrastructure and Facilities Master Plan in line with the Institute’s strategic plan.
  • Provide advice on current and emerging legislative and industry-wide asset related issues to enable the institute to respond effectively to change and meet emerging requirements.
  • Assist in implementing total asset management planning, life cycle and budgeting planning.
  • Assisting with implementing and monitoring programs which ensure full compliance by the institute with all relevant local regulations and State and Commonwealth legislative requirements
  • Assist with preparing, developing and maintaining the institute’s asset register and management plan in in line with the organisation’s strategic plan
  • Providing recommendations and reporting to Building Operations Manager on all processes and aspects of asset management, maintenance, operations, procurement
  • Provide support with delivering building projects and minor refurbishments with key stakeholders, assisting with project deliverables, budgets and transition to ongoing maintenance
  • Mentor others in asset management best practices, as needed

Space Management

  • Support the Building Operations Manager and Chief Operating Officer in establishing a strategy to deliver the space needs as required by the Institute’s Strategic Plan.
  • Support the development of strategic accommodation solutions for the Institute, through providing and analysing options, which meet all compliance obligations and align with Institute policy and strategy
  • Develop and foster strong working relationships with Scientific and Professional staff and undertake ongoing liaison and dialogue with key internal stakeholders to understand current and potential space and accommodation requirements
  • Prepare reports and undertake presentations.
  • Scope space planning projects in consultation with key internal stakeholders and external consultants as required.
  • Direct the delivery of routine space planning projects, and provide support to other projects as required
  • Manage and maintain the Institute’s space policies and procedures
  • Manage and maintain accurate and up to date space plans for the Institute through timely updates to plans and space systems.
  • Explore and promote best practice, contemporary solutions referenced to ‘Future of Work’ considerations, trends and requirements as they relate to changing work practices

ABOUT YOU

The key skills, qualifications and experience include:

  • Experience in the use and implementation of asset management and space management systems, preferably within a medical/ clinical research facilities
  • Experience in supervising small cross functional teams and managing contractors.
  • Strong trade background assist in the day-to-day task allocation and prioritisation for the Building Operations team.
  • Coordination and delivery of asset maintenance schedules
  • Demonstrated experience in procurement, contract and contractor management and quality assurance
  • Working knowledge of NSW building codes and regulations for statuary compliance, Australia Standards, Workplace Health and Safety, legislations and other relevant building requirements
  • Experience in dealing with councils and governing bodies
  • Excellent planning, organising, problem solving and communication skills
  • A demonstrated ability to identify trends in performance and lifecycle of assets and to correct or capitalise on opportunities presented
  • General understanding of critical infrastructure servicing, maintenance and lifecycle management.
  • A detailed understanding of statutory compliance including but not limited to OGTR, PC2 and animal ethics requirements
  • Demonstrated organisational skills working across complex multi-stakeholder facilities.
  • Ability to work to deadlines and prioritise according to risk
  • An ability to adapt to an ever-changing workplace
  • High level interpersonal and influencing skills, communication skills, including the ability to establish strong links with key stakeholders as well as the ability to negotiate effectively and work through issues constructively
  • Excellent negotiation skills, experience working within a cross functional team
  • contracts, establish strong working relationships with key stakeholders, and manage performance against third party contracts
  • Experience with certification, registration and legislation including but not limited to AS4343 and AS1851
  • Understanding of the impact of VOC and other contaminants on research materials.
  • Proven ability to innovate, act on initiative and use own judgement to achieve success
  • Knowledge and understanding of space planning methodologies
  • Demonstrated experience in CAD (AutoCAD) and / or space planning software
  • Well-developed written, oral and interpersonal skills, including demonstrated experience writing papers and correspondence and providing advice to staff
  • Proven ability to undertake research to develop solutions
  • Sound understanding of how to implement and maintain the Institute’s WH&S Management System as appropriate to the role, ensuring compliance with legislative requirements and the established Performance Standards

Qualification​s

  • Undergraduate Tertiary qualifications in Business or another relevant field (desirable) with subsequent relevant experience or an equivalent combination of relevant experience and/or education/training
