THE OPPORTUNITY
CS Executive Group is delighted to be partnering with the Department of Agriculture and Fisheries to source a Chief Human Resources Officer.
Are you a highly experienced leader with excellent stakeholder engagement? This role provides a great opportunity to lead DAF’s HR function strategically, focusing on business-aligned solutions, engagement, and diversity. Champion contemporary HR solutions, deliver safety and wellbeing initiatives and meet statutory responsibilities.
Due to internal movement, an exceptional opening has become available for a Chief Human Resources Officer to be based in Brisbane. With relocation assistance and a generous salary package of circa $250K, this position is offered as a three-year full-time contract that could be reviewed for extension.
Reporting to the Deputy Director-General, Corporate and with four direct reports, this position offers a unique opportunity for a senior executive leader passionate about making an impact.
As the Chief Human Resources Officer, you will be a key player in steering DAF's Human Resources function towards contemporary strategies and services. Your main duties will involve the following:
  • Leading the HR team to be recognised as valuable business partners, delivering exceptional, business-aligned services and solutions.
  • Driving internal engagement to execute HR strategies supporting the department’s vision and objectives.
  • Delivering work health safety and wellbeing initiatives to foster a culture where staff and leaders are empowered to focus on health, safety and wellbeing.
  • Fostering a workplace culture that supports and promotes the interests of First Nations people and actively engage through our work to contribute to better outcomes for First Nations people.
  • Providing strategic leadership across workforce planning, capability, talent acquisition, performance, engagement, inclusion, diversity, workplace health and safety, and employment and industrial relations.
  • Promoting the use of robust workforce analytics for evidence-based decision-making and program development.
  • Embedding DAF values and leading cultural development initiatives.
  • Planning and delivering strategic and operational HR services aligned with government objectives and organisational priorities.
  • Establishing and monitoring systems for feedback, standards, risk mitigation, and workforce improvement.
  • Representing the Department and building partnerships with internal and external stakeholders to ensure continued improvement, contributing to, and leveraging from areas of best practice across the Department and the Queensland public sector.
  • Providing expert advice to the Director-General, Deputy Director-General Corporate, DAF Leadership Board, senior officers and other departmental staff about contemporary business aligned HR solutions, including complex change management and critical issues management.
  • Ensuring the Department achieves its statutory responsibilities, with a particular focus on integrity, complaints management (internal and external), employee relations, industrial relations, and workplace health and safety.
POSITION REQUIREMENTS
We are seeking an exceptionally strong HR leader who can inspire and guide a team of four direct reports and approximately 30 staff, ensuring the delivery of high-quality outcomes.
This role requires the following executive leadership competencies:

  • Anticipates the consequences of public policy on the organisation and community and engages in high level critical thinking to identify the links and implications between complex issues.
  • Adopts a sector leadership role, working collaboratively with partners to translate the strategy into meaningful action.
Makes insightful decisions
  • Is a stabilising influence, quickly discerning key implications for government, the organisation and community, to respond comprehensively in crisis or high-stakes situations.
  • Identifies the underlying cause of systemic and organisational issues through considered analysis of data, patterns and insights.
Drives Accountability and outcomes
  • Keeps a finger on the pulse through feedback structures to anticipate and respond promptly to emerging issues, shifting the investment of time and energy as required.
  • Drives ownership and empowers others to lead and report on their area of responsibility with complete transparency of outcomes.
Other requirements include:
  • Tertiary qualifications in a relevant discipline and/or relevant transferable experience.
  • Exceptional stakeholder engagement, leadership and management skills.
  • The capability to formulate high-level policies and provide strategic counsel to the Executive on workforce and people strategies.
  • Proficiency in driving cultural transformations, managing diversity, and fostering positive workplace behaviours.
  • Competence in IR and in leading and steering reform initiatives.
  • A strong results orientation and a constructive approach to resolving issues.
  • A proactive stance on professional and organisational development, instilling enthusiasm and professionalism in others.
