Are you:
- A person with proven experience in managing commercial/financial and legal workstreams across project phases of major infrastructure projects and in particular, health or PPPs (with government and/or private sector experience).
- A person with experience in providing authoritative quality commercial and legal advice
- A person who has successfully worked within specialised, high performing project teams
- A highly motivated individual, with strong interpersonal and communications skills.
About the role:
Responsible to the Deputy Project Director, New Footscray Hospital (NFH) Project, the Commercial Manager will be a highly focused and driven professional who is passionate about contributing to the delivery of public health infrastructure, working within a high-performing project team to drive exceptional outcomes.
While the primary focus of the role is to lead (with the Commercial Manager) the NFH Project's Commercial and Legal workstreams and teams to ensure the successful delivery of the Project, the role will also provide authoritative specialist input into the delivery of all commercial/financial, legal, insurance, government policy and other procurement requirements for VHBA's High Value High Risk (HVHR) capital projects in particular those projects delivered as Public Private Partnerships (PPP).
The Commercial Manager will have well established people and stakeholder management skills, with the role required to work collaboratively within a multi-disciplinary project team, manage external consultants and Project Advisers, and engage with the health service provider as well as the private sector counterparty on commercial, financial, legal and procurement issues arising on the NFH Project.
The Commercial Manager will have a deep appreciation for best practice when it comes to the management of all commercial, financial and legal workstreams of a High Value High Risk infrastructure project, the Victorian Government's key infrastructure policy frameworks including all PPP policy frameworks (such as the Department of Treasury and Finance Partnerships Victoria Requirements and its broader High Value High Risk framework) and working collaboratively with dedicated commercial/financial and legal resources to ensure successful project delivery.
The successful applicant must also be capable of translating the Department's strategic objectives of ensuring all Victorians are able to access good health and wellbeing into the commercial and contractual requirements of VHBA's PPP and other High Value High Risk projects throughout all key phases of project development .
