Overview
Digital Services Division (DSD) is responsible for enabling information and communication technology (ICT) functions and activities in the department. The division provides a secure, modern ICT environment so that the department can conduct its business 24/7 and focus on achieving departmental outcomes.
The Digital Platforms and Products Branch provide the wholesale digital platforms and services that underpin the departments retail digital products and corporate systems. We provide the architectural guardrails for design and implementation of digital systems in the department to ensure sustainability and enable innovation. We drive and support the adoption of DevOps practices to enable faster and more robust delivery of IT systems, including the uplift of testing practices. We manage digital platforms and products relating to Information and Records Management, ERP Systems and Web Systems.
The successful person will be able to work within an autonomous environment with strong stakeholder management skills. The successful candidates are expected to have:
  • Program Management (or 5+ Project Management) experience in the management and delivery of an ICT Program or multiple projects.
  • Ability to use, adapt, and work across various delivery methodologies (such as waterfall, Agile, hybrid).
  • Significant experience working with and influencing internal and external stakeholders and partners to plan and successfully deliver programs and projects within scope, schedule, and budget constraints.
  • Experience in building and promoting program vision and developing a collaborative team culture and approach to delivery of program objectives and benefits.
  • Experience in developing and presenting Board papers and briefing materials for SES audiences.
  • Demonstrated experience with program governance, including planning, financials, reporting, risks and issues, dependency management, etc. Experience with Federal Government procurement processes to successfully engage and manage 3rd party vendors.
  • High level interpersonal skills with the ability to build strong relationships and liaise effectively with a wide range of stakeholders.
  • Excellent verbal and written communication skills to present and communicate information and expectations to stakeholders at all levels.
  • Personal resilience and flexibility to deal with ambiguity and conflicting priorities to successfully deliver under pressure within a challenging environment.

Essential Criteria Weighting
1. Program (or 5+ years Project) Management experience in delivery of a large and/or complex ICT Program(s).
Demonstrated experience working with and influencing internal and external stakeholders and partners to plan and successfully deliver programs and projects within scope, schedule, and budget constraints.
Demonstrated experience with program governance, including planning, financials, reporting, risks and issues, dependency management, etc.
Ability to use, adapt, and work across various delivery methodologies to successfully deliver program outcomes (such as waterfall, Agile, hybrid).

Ability to build and promote program vision and to develop a collaborative team culture.
Demonstrated ability to engage and manage third-party vendors and contracts to ensure successful delivery of requirements. Well-developed communication skills.
Experience in developing and presenting Board papers and briefing materials SES audiences.

Desirable Criteria Weighting
1. Experience working in Federal Government agencies. 50%
2. Project management qualifications and certification are highly desirable. 20%
3. Agile project delivery and related tools are highly desirable: - Scrum Master experience and/or qualifications - SAFe Agile - Microsoft Azure DevOps / JIRA 20%
4. Knowledge of Essential Eight, ISM, and Security Maturity requirements will be highly regarded. 10%
