Director, 2021-22 COVID-19 Business Support Program Evaluation

  • Remuneration: $218,678 negotiable; total remuneration package includes superannuation

In this role you will be responsible for:
  • Providing strategic evidence-based advice and support to the Independent Evaluator appointed to undertake the 2023 Program Evaluation, to evaluate the outcomes, implementation, economic benefits, and macroeconomic impacts of the NSW Government's 2021-22 COVID-19 Business Support Programs.
  • Supporting the Independent Evaluator by leading a project team to provide secretariat for the 2023 Program Evaluation, including required project management, analysis, and stakeholder engagement in required timelines, in line with the overall direction of the Independent Evaluator.
  • Oversee recruitment and manage staff resources over the term of the project.
  • Lead and direct the project team to support delivery of project deliverables, including draft and final report findings, and ensure work reflects the direction of the Independent Evaluator.
  • Maintain relationships with key stakeholders and subject matter experts, who helped develop and implement the program, to inform evaluation findings.
  • Participate in and contribute to strategic and business planning processes, aligning policy review and development priorities and resources, to support the Program Evaluation objectives and outcomes.
  • Identify, evaluate and critically analyse highly complex and sensitive issues, including different evaluation methodologies and stakeholder perspectives, to deliver evidence-based decision making and develop logical, practical and well-balanced advice.

You will make a key difference to the people of New South Wales in your role as a Senior Executive.
The Director, 2021-22 COVID-19 Business Support Program Evaluation, provides leadership of the project team established to support the Independent Evaluator appointed to undertake an evaluation of the NSW Government's 2021-22 COVID-19 Business Support Program in 2023-24 ('the 2023 Program Evaluation').
The 2023 Program Evaluation will be undertaken by a temporary project team led by an Independent Evaluator, and will evaluate the outcomes, implementation, economic benefits, and macroeconomic impacts of the NSW Government's COVID-19 Business Support Programs, including the 2021 JobSaver payment, 2021 COVID-19 business grant, and the 2021 COVID-19 micro-business grant.
The Director is responsible for ensuring the team is adequately supported and resourced to deliver a high-quality outcome for NSW and that any project risks, including any policy, delivery and staffing issues, are managed appropriately. As executive sponsor of the project, the Executive Director of MRD will provide support to the Director as needed.
The Director will also support the Independent Evaluator in engaging with key stakeholders, including program grant recipients, business and industry peaks, the Commonwealth and other NSW agencies, to understand program outcomes, delivery aspects, and benefits achieved. The Director will also be supported by an internal stakeholder engagement team, to optimise value from stakeholder insights.
Achieve success as the Director, 2021-22 COVID-19 Business Support Program Evaluation
You will be successful in this role if you:
  • Support the rapid development of project team technical capability and expertise in complex areas of public policy and economic analysis, including tailored methodologies for cost-benefit Program Evaluation to assess the program's impact on businesses and the economy, as distinct from other COVID-19 programs delivered at the same time.
  • Expertise and experience in leading data analysis that will feed into the evaluation.
  • Managing complex and sensitive consultations with diverse stakeholders, within agreed timelines, given varying stakeholder expectations, viewpoints and interests.
  • Leading the project team to achieve multiple project objectives, given limited resources, tight deadlines, and the need to identify project interdependencies and balance competing priorities.
