The Planning and Land Services group in the Department of Transport and Planning brings together land, property, statutory planning, building and heritage capability to deliver whole of state services. • ensures secure and accurate registration services for property, land and water share transactions;
• provides specialist transport property services including planning, acquisition and management of land and building assets; and
• manages the state's planning, building and heritage systems to shape the places and communities of Victoria.

About the Role

This is a fixed term SES 1 role 2 year role.

The Director of Surveying holds a pivotal position within the Land Use Victoria (LUV) leadership team, reporting directly to the Head of Land Use Victoria. LUV is dedicated to providing innovative solutions for authoritative, comprehensive, and easily accessible services in land administration, property information, and facilitating the optimal utilisation of government-owned land.

As the Director of Surveying, you will play a crucial role in driving change within the Surveyor-General of Victoria (SGV) and the Transport Surveying and Declaration (S&D) group, with a particular focus on integrating business processes, practices, and systems. Additionally, you will be tasked with ensuring compliance with statutory requirements for both teams, including fulfilling duties as stipulated by the delegation instrument from the Head of Transport for Victoria.

This role carries the responsibility of cultivating a high-performing, diverse, and customer-focused workforce and fostering a culture aligned with delivering the Department of Transport and Planning's (DTP) Strategic Plan for 2022-2027. As the Director of Surveying, you will oversee the operations of the Surveyor-General Victoria's office and the Transport Surveying and Declaration group, driving excellence and alignment with organisational objectives.

Position Outcomes

We are seeking an accomplished professional with a proven track record in leading the implementation of multifaceted projects, strategies, policies, and technical functions within the realm of surveying and land management. The ideal candidate will possess expertise in budget and resource management, procurement, service enhancement, strategy formulation, and risk management and mitigation. Demonstrated experience in overseeing complex statutory and technical functions, coupled with a keen focus on performance monitoring and reporting, is essential for success in this role.

Additionally, the ideal candidate will excel in fostering a culture of continuous improvement, driving the adoption of best practices in surveying methodologies, and streamlining processes to deliver accurate and timely information crucial for informed decision-making in urban planning, infrastructure development, and land management strategies.

Furthermore, the ideal candidate will have a strong background in collaborative leadership, effectively overseeing teams responsible for surveying functions and contributing significantly to the development of a robust Land Use Victoria Division. The ability to ensure compliance with statutory requirements under various surveying, land management, and transport-related acts is paramount. A strategic mindset, coupled with the capacity to align organisational change initiatives with the values and direction of the Department of Transport and Planning (DTP), is crucial. The successful candidate will collaboratively engage with senior leadership to support strategic planning processes and the delivery of departmental priorities, ensuring the efficient fulfillment of operational requirements within the framework of the Big Build and DTP initiatives.

Qualifications and role specific requirements

Mandatory

• Experienced senior leader with a proven record of success working in a large, complex organisation and a track record in leading change and improvement initiatives.
• Political acumen with an understanding of the processes and levers that apply to Government is essential and ability to facilitate initiatives and outcomes at a whole of government level.

Desirable

• Registration as a licensed surveyor or extensive and wide-ranging experience in the surveying profession.
